After Kenma heard the news Shisui brought him, Yoruichi came rushing over too.
Before she even entered the courtyard, her agitated voice rang out.

The wooden gate to Kenma's study courtyard flew open. Yoruichi strode in, brow furrowed, unable to hide the worry and panic on her face.
Soifon followed behind her.
As soon as Yoruichi entered the courtyard, she spotted Kenma and the other two in the corridor.
"Didn't he promise to hand them over to the Onmitsukidō? That old man lied to me!"
"Now Kisuke, Mr. Kirinji, Hirako, and the others have been handed over to the Gotei 13. They're being executed today!"
"Kenma, what the hell is going on?"
Faced with Yoruichi's agitation, Kenma seemed comparatively calm.
In truth, Kenma had been startled when he first heard Shisui's report.
But once he collected himself, he found he didn't care all that much.
Getting Kisuke Urahara and the others transferred to the Onmitsukidō under his watch had only ever been a side move for Kenma.
It would have been best if it worked, but it didn't matter if it failed.
It introduced a few more complications, that was all. If those people died, they died. It was hardly a major setback.
Kenma would never stake the success of his plans on how others reacted.
What concerned him more than whether Kisuke Urahara and the others lived or died was why Central 46 had suddenly changed its mind!
