Hyuga Chiba had originally set out to collect the Nine Tailed Beasts for three reasons. First, he wanted to follow the example of Obito, Madara, and Sasuke and reach Six Paths Level.

Second, he wanted to provoke a conflict with the entire Ninja World and use the resulting battles to speed up the Tenseigan Second Awakening.

Third, the New Tailed Beast inside him needed the Chakra of the Nine Tailed Beasts to be fully born.

His Tenseigan Second Awakening was complete, and the conditions for the Third Awakening no longer had much to do with fighting.

The New Tailed Beast's growth was not urgent, either.
