Appearance

Sunagakure is a fortress-like settlement built in the middle of the Land of Wind's desert. Towering rocky cliffs surround its perimeter, leaving only a narrow entrance intended to block sandstorms and hostile forces. Its buildings and training grounds are constructed from clay, sand, and stone. 25

History

Rasa's rule

Before Chiba's arrival, Sunagakure was governed by the Fourth Kazekage Rasa amid political and financial strain. The Land of Wind's daimyo had repeatedly reduced the village's funding, contributing to Rasa's willingness to cooperate with Orochimaru and pursue a new conflict with Konoha for resources. 24

Rasa treated his son, Gaara, primarily as an unstable military asset. He arranged repeated attempts on Gaara's life after deciding that the One-Tail's jinchūriki was a failure, while the village at large feared and ostracized Gaara as a monster. 24 27

Chiba's invasion

Sunagakure received Konoha's warning that Hyuga Chiba was approaching to obtain Shukaku's chakra. Rasa initially dismissed the Tenseigan as implausible, but agreed to cooperate with Orochimaru; their forces would fight under Sand command, while both intended to compete for Chiba's eyes after victory. 24

The village prepared extensive defenses, stationed Sand ninja inside and outside its walls, and placed a false Gaara outside as bait. Chiba answered with a large-scale sandstorm, over a thousand shadow clones, and a covert infiltration into the village to locate the real jinchūriki. 25 26

Sunagakure's countermeasures included a giant-snake summoning, Shikotsumyaku users, and the Four Violet Flames Formation. The barrier trapped Chiba, Gaara, Orochimaru, Kimimaro, and the defending force, but the battle escalated when Gaara released Shukaku through the False Sleep Technique. 27 29

Chiba ultimately drained more than ninety percent of the chakra held by Sunagakure's ninja, Rasa, Orochimaru, and Shukaku. Most victims survived, but Shukaku was forced back into Gaara after losing the majority of its chakra. 32

Conquest and submission

After the battle, Chiba declared Sunagakure his “spoils of war” and demanded obedience. When Sand ninja resisted, he controlled Rasa with a green chakra orb and forced him to attack his own soldiers; Orochimaru's forces, including the Sound Four, Kimimaro, and reanimated Hashirama and Tobirama, helped crush the remaining opposition. 33 34

Chiba later withdrew his control from Rasa. Unable to resist Chiba's Tenseigan power, Rasa formally accepted Sunagakure's submission. 36

Rasa subsequently reframed the village's defeat as a necessary contribution to Chiba's campaign to unite the Ninja World against the Ōtsutsuki Clan, preserving a measure of Sunagakure's public dignity while legitimizing its new allegiance. 37

Fourth Shinobi World War

Under Chiba's orders, Rasa issued an ultimatum to the other major villages: surrender their Tailed Beasts or face the Fourth Shinobi World War. The declaration presented Chiba's expansion as preparation for the Ōtsutsuki threat. 51 52

Sunagakure later contributed forces to Chiba's multinational assault on Konoha. Rasa and Gaara were among the leaders and jinchūriki teleported to the battlefield through Chiba's combined use of shadow clones and the Flying Thunder God Technique. 76

Defenses and military assets

Administration under Chiba

Chiba retained Rasa as Sunagakure's Kazekage after the village's surrender, using him as a representative in dealings with other nations and as the issuer of Chiba's wartime declarations. 36 52

After the Land of Wind's daimyo threatened to cut funding and dissolve Sunagakure unless it abandoned Chiba, Rasa brought the ultimatum to Chiba. Chiba dismissed the daimyo's authority and later sent Rasa and Gaara to seize resources from the daimyo's residence. 104 108

Chiba also assigned the controlled Hashirama to plant forests around Sunagakure and planned to divert water from neighboring regions, addressing the village's environmental and resource shortages. 108
