But there were many who awakened magical talent naturally. The trend of magic industrialization separating Magic Power and magic control would significantly impact their status, gradually weakening their competitiveness.
If this process happened too quickly, it could easily lead to social unrest.
Furthermore, magic industrialization had to proceed alongside the upgrade of Rune Magic energy. When this idea was proposed, the Shuriman Empire had already reached the limit of its application of Ascended Power. They couldn't establish a second Sun Disc, nor could they extract more energy. Thus, this part of the plan ultimately remained just a plan.
