The weather in Neverwinter was beautiful today. The sun shone overhead, and everyone smiled at a troublesome little girl wandering aimlessly through the streets, even fawning over her with greetings.
The merchants who ran taverns and restaurants in Neverwinter seemed especially eager to get the famously generous Queen of Neverwinter to stop by their little shops.
But unfortunately, the troublesome little girl didn't seem to think much of the food they were selling, and she didn't pay them any attention, either.

She carried her teddy bear and hummed a cheerful tune as she walked straight across the street, leaving the merchants calling after her behind her sighing with regret.

Annie bounced her way across the magnificent Dragon Bridge spanning the Neverwinter River, then reached the towering outer walls and gates of Neverwinter. Under the slightly flustered bows and stares of the guards on duty, she dashed straight into the increasingly prosperous and lively harbor district.
With the treacherous, greedy Foch having been overthrown, and another notoriously harsh Lord Neverember having woken up only to flee with his cronies because he couldn't afford the exorbitant "ransom," the new Queen of Neverwinter had taken the throne and introduced a host of new policies, including low taxes and generous welfare. As a result, Neverwinter had naturally begun attracting caravans and fleets from the northern cities of Ironmaster and Mirabar.
Even the rare metals and ores that had once flowed to Luskan were now converging on Neverwinter, turning it into a new way station and distribution hub.
And so!
Under the policy of "governing by doing nothing" (not short of money, not hoarding wealth) adopted by a certain troublesome little girl, Neverwinter and its harbor soon flourished, and seemed poised to surpass Waterdeep and Baldur's Gate as the largest port
