While Misty, Ash, and the others were at the police station on Mandarin Island, giving statements and consulting the police about the recent series of Pokémon rampages and disappearances in hopes of finding clues to recover Pikachu and Togepi as soon as possible, a certain troublesome little girl was also on Mandarin Island, stuffing herself at a beachfront table in an upscale open-air restaurant.
Pinkan Island lay northwest of Mikan Island, Natsukan Island lay north of Pinkan Island, and Mandarin Island lay northeast of Natsukan Island. Since Ash and Misty could travel through these islands of the Orange Archipelago one by one, Annie naturally could too.
Unlike Ash and the others, however, Annie wasn't touring the islands to challenge their Gyms and qualify for the Orange League competition. She was simply visiting each island to have fun. Challenging Gyms, earning badges, and entering the competition were just things she did along the way.
And unlike Misty, Ash, and the others, she hadn't ridden a Pokémon across the sea or flown there. Whenever nobody was paying attention, she simply used Teleport to hop from island to island. That was far easier and more comfortable than crossing the sea on a giant turtle.
