It took Annie less than two minutes to finish reading the files and intelligence on the "Highway Specter" in City N, compiled and collected by the Special Pollution Incident Investigation and Control Bureau.

In Annie's eyes, this so-called Highway Specter was much easier to handle than the "Ghost Wall" she'd caught earlier, stuffed into a glass bottle, and sent to someone!
If the information above was accurate, then the Highway Specter's range of influence was vast. And the wider its range, the weaker certain "forces" naturally became. Otherwise, there wouldn't have been so many cases of survivors escaping.
By comparison, the "Ghost Wall" she'd sent to that silly old bear was much nastier. Its range was small, and sometimes it could only deal with one target at a time, but it could completely trap its target in space and time. Even specters couldn't escape it. An ordinary person would probably be trapped until they died. That was what a relatively powerful specter looked like.
This Highway Specter, on the other hand, had similar abilities, but it hadn't completely sealed off the most troublesome aspects of space and time. With Ming Wan'er's organ specter and spirit patterns, dealing with it shouldn't be a problem at all.
