No one knew whether some numbskull bastard had deliberately started a fire, or whether one side in the fight had accidentally ignited something flammable with their weapons.

Either way, Coulson and his temporary new boss, Sarah, were filthy from head to toe. His once-pristine suit was now torn, creased, and stained all over, and even parts of his hair had been burned into clumps of twisted, yellowed straw. After they stumbled out of yet another street and found cover around the corner, all that remained behind them was a street blazing with fire and billowing black smoke, like a giant serpent of flames.

"!!"

"Fire! Hurry, put it out!!"

"Water! Where are the buckets?!"

"Fire! Somebody help!!"

"??"

"You dare burn down one of Black Hat's houses? You've got a death wish, huh?!"

Crack!!

"Argh!!"

"Hm? Who?!"

"Bastards! Open fire! There's an enemy over there—shoot him first!!"

Boom!!

"There's an enemy over here too!!"

"Oh no! They've gone mad! Retreat!!"

Now,

the countless Bilgewater residents who had been minding their own business, watching the two sides fight from the shadows or from inside their homes, could no longer stay out of it. The owners rushed out of their hiding places, grabbing whatever containers they could find to carry water, and shouted for everyone to help put out the fire.

After all, Bilgewater was a crowded city built almost entirely from wooden ships and planks. If the flames spread, they could engulf the whole place and reduce it to ashes!

So people from near and far hurried over to fight the fire. It was their only choice...

Of course,

some hot-tempered Bilgewater residents had grabbed their blades, guns, and clubs and were fighting it out with gang members or bounty-hunting crews suspected of starting the fire!
