The six of them had been waiting for a long time at the street-side counter of a little ice cream shop: little Annie, Mikoto Misaka, Kuroko Shirai, Index, and two more freeloaders, Ruiko Saten and Kazari Uiharu. Then one of the girls with twin tails suddenly complained.

"Kuroko, what's got you so annoyed all of a sudden?"
Mikoto had been patiently waiting for the two employees inside to finish preparing their order. Hearing the girl's impatient complaint, she assumed Kuroko couldn't wait any longer and shot her an unhappy look.
She'd only agreed to treat everyone to ice cream because she couldn't resist Index's pitiful, pleading eyes. So she didn't understand what Kuroko was dissatisfied or impatient about now.
"Sigh!"
"Isn't it that bombing incident I told you about last time? This is already the seventh one. For some reason, the satellite got knocked out again yesterday, so now we can't monitor what's happening on the ground in Academy City in real time..."
