Three full days had passed since that calamity struck. The entire Academy City was still caught up in tense disaster-relief efforts and struggling to restore order after the destruction caused by the hurricane. People knew the city had suffered severe damage, but even today, the precise casualty figures and property losses still hadn't been fully tallied.
So far, public facilities such as self-service supermarkets, large shopping malls, public trams, and the city's light rail were still undergoing emergency repairs and reconstruction. Many of them would remain out of service for some time, so most schools were still closed, and research institutions had ground to a halt. This had caused no small amount of trouble for the more than two million people living in Academy City.
Although the city's leadership had been doing its best to calm the public, everyone knew that a freak storm of such horrifying force and vast reach would inevitably cause enormous destruction, casualties, and losses to public and private property. It certainly wouldn't be easy for the city to return to normal anytime soon.
Without at least a month of post-disaster reconstruction, there was no way everything the hurricane had destroyed could be restored to its former scale and condition.
Strangely enough, although people had all sorts of theories about what had caused the hurricane, rumors about the sudden and bizarre storm were spreading among Academy City's students and other residents.
One rumor claimed that the hurricane had been caused by the three Academy City "terrorists" who had been wanted before: Misaka Mikoto, Shirai Kuroko, and Annie Hastur. After all, the storm's center had been the area where the Anti-Skill officers had surrounded them earlier, and someone had captured footage of the three girls, the giant fire dogs, and finally the Fire Giant at the heart
