Organization and Military Strength

History

The Third Raikage exploited the disappearance of Sunagakure's Third Kazekage by personally leading an elite Kumogakure force across numerous countries into the Land of Wind. Kumogakure and Sunagakure each claimed victory afterward, but the incident enabled Rasa to rise as the Fourth Kazekage. 121

As Sunagakure's war with Konoha developed, the Third Raikage planned to open a northeastern front and seize the opportunity to strike the Land of Fire. Kumogakure formally declared war after Konoha rejected its demand to conduct an unrestricted search for missing Cloud shinobi inside the Land of Fire. 136 163

Its opening offensive was led personally by the Third Raikage, but Minato Namikaze's Flying Thunder God Technique disrupted the Raikage's advance while Orochimaru's forces stabilized Konoha's defensive line. 165

Kumogakure later faced a series of severe internal attacks. Orochimaru's scheme caused Blue B and the Eight-Tails to rampage within the village, after which the Shinichi Brigade raided its logistics and medical infrastructure, destroyed the Raikage Building, and smashed statues of the previous Raikage. 185 187 189 191

The village committed substantial forces to pursue the brigade, but Konoha's rescue operation extracted the force from the Land of Lightning. With its logistics and medical systems devastated, Kumogakure withdrew, while Iwagakure subsequently declared war against it. 192 201 202 215

• Kumogakure declared war on Konoha after its demand to search the Land of Fire was refused. 163
