Background

Spirit Hall traces its origins to the first Angel God, who organized Soul Masters and led campaigns against Evil Soul Masters. Her actions earned widespread faith, allowing her to ascend to godhood; the organization she established endured as Spirit Hall. 413

By the present era, Spirit Hall had become the most influential Soul Master institution on the continent. Its branch halls reached both major cities and remote regions, while its academy system cultivated exceptional talents and its Worship Hall gathered elite Titled Douluo. 6 145 387

Under Bibi Dong, internal friction developed between Pope Hall and Worship Hall. The two factions competed for talented youths and influence, notably over Wu Qi after his awakening. 5 8 87

Wu Qi’s accession as Pope marked a structural shift. He sought to stabilize the organization after Bibi Dong’s departure, reconcile former factions, and rebuild public confidence through institutional reform. 548 561 562

Reforms Under Wu Qi

Civil Service Oversight

Wu Qi identified corruption among branch-hall bishops and officials as a threat to Spirit Hall’s legitimacy. He established the Judgement Hall to investigate abuses of authority and hold personnel accountable. 562

  • The organization’s policies are reframed around Soul Masters as Spirit Hall’s “core support.” 562
  • Branch halls are expected to assist ordinary people as part of Spirit Hall’s responsibilities, not merely collect authority and resources. 562
  • Wu Qi announces public supervision of Spirit Hall governance as his first policy after taking office. 560

Inner Cabinet

The Inner Cabinet was created to reduce the Pope’s administrative burden while preserving centralized authority. 562

  • Reviews and annotates memorials submitted from Spirit Cities. 562
  • Decides ordinary matters through ballot drafting. 562

Martial Soul Bank

  • Soul Master subsidies are intended to be distributed through the banking system. 567
  • The Heaven Dou City branch gains public trust because of confidence in Wu Qi’s leadership. 570
