After Konan took the troops away, Liu Zhi had only a few legions left on the island. Deep Sea Frankenstein and Floating Iceberg patrolled the waters outside the island, while Iron Rider Skeleton, the Lizard Bone Legion, and the Death Lizards were stationed in the Main City and two other locations on the island.
The Blizzard Legion was stationed directly at the Extreme Cold Palace.
Six legions in all protected the island—a rather impressive lineup. Liu Zhi had actually been planning to move the Lizard Bone Legion to another ghost realm when he got the chance.
For now, of course, the legions remained at their respective posts and didn't act on their own.
So when the Fishmen appeared in the nearby waters, the commanders of all six legions were informed at once.
The problem Liu Zhi had initially considered erupted ahead of schedule.
Without players or powerful figures capable of controlling the situation to keep them in check, the six heroes each had their own ideas.

But the other legion commanders weren't pleased. It was understandable that they couldn't take part in the major battles, but there was no reason they should be barred even from ordinary combat.
So every legion wanted to join the fight, including Iron Rider Skeleton, which consisted entirely of cavalry.
Odin disagreed. With Liu Zhi temporarily away, Odin had greater authority as manager of the ghost realm.
