Geography and Settlements

• The Land of Rain is a strategically vulnerable small country situated amid the conflicts of larger ninja nations. Its proximity to major powers repeatedly turns it into a target for foreign ninja and covert operations 2 22.
• Its southern border is marked by a mountain range; beyond it lies the barren desert of the Land of Wind. The north is comparatively more developed and prosperous, while Akatsuki was initially rooted in the south 66.
• The capital was formerly divided between a Core District occupied by Hanzō and his Rain Ninja, and an Outer District inhabited by civilians. Under Hanzō, it was characterized by disorder, violence, and unplanned growth 62.
• After Akatsuki's takeover, the country gained newly built roads, border checkpoints, and organized patrols. Foreign visitors found the capital and its surrounding areas prosperous rather than war-ravaged 90.

History

Hanzō's Rule

The Land of Rain suffered through the Great Ninja Wars while caught between larger nations. Though Hanzō's reputation once gave Rain Ninja a source of pride, his later loss of ambition left the country impoverished, unstable, and poorly governed 13 62.

Hanzō effectively controlled the north through a patronage system: nobles paid him dues and affirmed his authority, while he protected their interests and avoided direct grassroots administration. The country's Daimyō had disappeared, but the nobles retained land deeds and continued claiming tax rights 52 76.

Akatsuki first emerged in the south as a grassroots organization protecting civilians from rogue ninja, foreign incursions, and wartime exploitation. Its actions provoked local profiteers such as Ando, who hired Iwagakure ninja to drive the group away after it interfered with his price gouging 4.

Rise of Akatsuki

Shiba Seika secured a written acknowledgment from Minato Namikaze recognizing the Land of Rain's neutrality in the Great Ninja War and requiring Konoha to provide advance notice of cross-border missions 11. The agreement became a major symbol of restored dignity for Rain Ninja 13.

When nobles returned with Iwagakure escorts to collect taxes, Akatsuki rejected their claims. It mobilized local support, fought the escorting forces, tried nobles publicly, and declared that the organization—not the absent Daimyō—would protect and govern the country 52 53 56.

Akatsuki subsequently forced Iwagakure to withdraw from the Land of Rain and extracted a promise from Ōnoki to stop interfering in its affairs 63. With foreign powers increasingly occupied by the wider war, Shiba launched an offensive against Hanzō's forces and their Root allies 73 81.

Hanzō's defeat gave Akatsuki full control of the Land of Rain. The organization confiscated his accumulated assets, disarmed the remaining Rain Ninja opposition, and began redesigning the capital as its base and the nation's principal commercial center 85 87.

Expansion

Following Danzo's intervention in the conflict, the Land of Rain formally entered the Great Ninja War against Konoha, no longer accepting its former role as a passive battlefield 88.

After the Battle of Kannabi Bridge, Akatsuki annexed the Land of Grass, captured two border cities in the Land of Fire, and conquered three surrounding buffer states. The Land of Rain's territory grew to more than double its original size before Shiba halted expansion to consolidate the new order 187 192.

Government and Society

Akatsuki Administration

• Akatsuki replaced Hanzō's noble-dependent rule with centralized authority under Shiba Seika 87 142.
• City administrators formerly loyal to Hanzō pledged themselves to Shiba after he announced plans to rebuild the capital 87.
• Civilians became an important intelligence network; merchants and villagers supplied information on Iwagakure's movements more effectively than dedicated border reconnaissance units 57.
