Klaus looked at Hogger.
"Start with Von Linde."
Hogger opened the file and tapped the topmost name with a finger.
"Baron Von Linde."
"An old noble family in the East District of the Inner City, passed down for three generations. Their main business is mineral transport and warehousing. On the surface, he is close to City Hall and also has business dealings with the Tower of Erudition."
Hogger's tone was even.
"But he also has an off-the-books operation in the Outer City. The locations of three warehouses closely match the routes Grey Covenant members used to infiltrate the Pipe Network."

"We found Glazed Water residue in the basement of one of those warehouses. Its composition matched what we found at the previous Grey Covenant hideouts."
"Besides Von Linde, there are two Merchants' Guild members..." Hogger turned a page. "One is a grain merchant in the South District of the Outer City, and the other owns a cloth shop in the Inner City. Both have had long-term financial dealings with Von Linde, and there were large flows of unexplained funds during the Ghoul incident."
He closed the file.
"They are not important people. But leaving them alive would be a risk."
