An hour and a half later, at the second council meeting convened for Zaun, Jayce and Mel had just taken their seats side by side when the councillors began filing into the room. Then, one figure caught Mel's attention.

Frowning deeply, Mel looked at the arriving Ambessa and took a deep breath.

"Mother, what are you here for again?"

"I came to see exactly how you intend to resolve the problems between the two cities. What, is this meeting unwilling to welcome me as a member of the Medarda family, or is it unwilling to welcome a Noxian who has come from afar?"

Ambessa sneered at Mel as she spoke.

Her white hair tied behind her head, she walked straight to the gallery and took a seat, with two Noxians standing behind her.

When councillor Saro entered and saw Ambessa, he nodded to her.

Councillor Borborok did the same, heading to his own seat after nodding at Ambessa.

Only Kiramman went straight to her seat, closing her eyes after sitting down as she waited for the meeting to begin.

Not long after, accompanied by a law enforcer's announcement, Sheriff Marcus arrived as well. Unlike his neat attire at the previous meeting, he now looked travel-worn and dusty, and had not even put on his enforcer's cap.

"Then, the meeting will now begin," Jayce said.

"Marcus, have you completed the task assigned to you?"

Marcus stepped forward and handed out the documents he was holding to each councillor.

Jayce picked up his own document. When he saw the photograph attached to it—a handsome, gentle-looking youth with a bright smile—his brows immediately furrowed.

The youth looked much like Viktor: smooth black hair, delicate features, and a mild temperament.

Could someone like this really be the gang leader leading Zaun's rebellion?
