History

Foundation and the Checkpoint

Xingfu City was built from the ground up by Cheng Wu and An Xingfu. Cheng Wu handled external affairs and Sanctuary City expansion, while An Xingfu managed internal administration. A number of its founding members had previously come from Xinhuo Refuge City, bringing its philosophies, supplies, and techniques with them. 88 286

Cheng Wu and other elders later established the Checkpoint system after moving to what became the Buffer Zone. The First Generation Inspectors’ sacrifices became the basis of the city’s survival, and the Checkpoint’s reputation was built through generations of inspectors dying at their posts. 48 128

Industrial development and expansion

Early Xingfu City relied on a Pioneer Corps to obtain the resources needed for its survival and industrial development. As its weapons, material supply, and industrial infrastructure improved, it absorbed nearby settlements or turned them into raw-material suppliers. 88

During the Great Expansion Era, Xingfu City’s Inspectors reportedly held back more than 80% of Infection Sources while keeping casualties manageable. Other Sanctuary Cities later copied its Inspector-training model, but Xingfu City’s established scale helped it become a super Sanctuary City in Shi Province. 229

The Tech Faction eventually pushed the city toward an industrial route based on recovering Old Era technology and integrating it with newer methods. This direction gave Xingfu City its position as Shi Province’s hegemon, though it remains behind Xinhuo in Source Guidance Technology. 127 214

Recent transformation

After the Nightmare Fluke crisis, nearly 30% of the population left within days. An Inner City figure subsequently declared that the Buffer Zone belonged to its residents: Xingfu City would provide work, benefits, supplies, and necessary protection, while avoiding interference with personal choices during disasters. This enabled Buffer Zone communities with differing philosophies to develop. 72

The Tide-level Empty Fog disaster later struck Shi Province for over three months. Fog holes created a connection between Xingfu City and Xinhuo Refuge City, allowing the two Sanctuary Cities to exchange information and supplies. 111 113 115

Following the migration surge, Xingfu City adopted a Satellite City model rather than expanding the Buffer Zone outward without structure. This marked a major shift toward controlling surrounding land, building new settlements, and weakening the old city center’s exclusive advantages. 139

After Tan Ming’s conviction transformed the land around Xingfu City and Big Wave Town, planting restrictions in the surrounding region were lifted.
