Background

Luo Kuke became a Phase Three Inspector after years of fieldwork, spending roughly ten months of each year outside Xingfu City and visiting most nearby Sanctuary Cities. His travels gave him extensive knowledge of regional conditions, trade, wilderness dangers, and the talent systems of other cities, including Guanghong Sanctuary City. 208 228 229

His strategy repeatedly imitates Cheng Ye's methods, but he suffers losses when the Thorn Bird flock attacks his side's unpacked supplies. The residents begin openly comparing his poor performance with Cheng Ye's leadership. 198 216

Whitewater River Investigation

When the assessment becomes overshadowed by an Infection Source threat, Luo Kuke insists that competition must yield to safety. He helps investigate crabmen, the Demonic Eye Sponge, and the dangers beneath the Whitewater River. 201 203 219
