He later became the masked figure within Akatsuki, usually presenting himself as the unserious “Tobi” around its members while revealing a far more calculating demeanor to Zetsu. He also used Genjutsu to control Kirigakure’s Mizukage as a puppet, showing little concern for the village’s losses. 238 336
