Background / History
Konoha was founded through the alliance of the Senju and Uchiha clans, ending the Warring States Period and drawing smaller clans into the new village system. Uchiha Madara coined the village’s name, while Hashirama Senju named its leader the “Hokage,” originally intending Madara to hold the position. Tobirama later entrusted the Uchiha with the Police Force, including city defense, civil affairs, and criminal investigation. 68
Following Tobirama’s death, Hiruzen Sarutobi, Danzō Shimura, Utatane Koharu, and Mitokado Homura jointly directed Konoha’s high command for nearly forty years. Their administration survived two Ninja World Wars, but its conflict with the Uchiha steadily worsened. 57
The Uchiha’s loss of the Police Force marked a major internal shift. The Hyuga clan took control of policing, handled backlogged cases, and built a village-wide Byakugan surveillance network; soon afterward, the Uchiha left Konoha entirely. 94 Without the Uchiha, Konoha lost a crucial military pillar and became vulnerable to invasion by the other great nations. 167 172
During the Fourth Shinobi World War, Konoha was breached and forced into an unequal peace under Danzō. The resulting treaties imposed foreign advisers, extraterritorial privileges, military bases, intelligence access, commercial concessions, and a reduction of Konoha’s ninja force, effectively reducing the village to a colony of the four great ninja villages. 196
After the Uchiha defeated the Ninja World Allied Forces, Konoha’s clan heads and residents petitioned the clan to return. The Uchiha re-entered the village, removed the occupying powers, and replaced the former Hokage Building with the Tenshukaku. 245 246 Dan later accepted the villagers’ unanimous request to become the Sixth Hokage. 249

Current administration
- Uchiha Dan — Sixth Hokage and architect of Konoha’s neutral, development-focused policy. 249 253
- Uchiha Fugaku — Dan’s adviser; explains and supports the long-term plan for Konoha’s development. 249 253
- Tsunade — Director of the Medical Department and later deputy village head. 254 331
- Shikaku Nara — Minister of Education and principal of the Ninja Academy. 254
- Tenzo — Head of Housing and Urban Development. 254 256
- Kakashi Hatake — Appointed to lead the Anbu. 254
Political Status
Konoha renounced the former one-country, one-village relationship with the Land of Fire and retained only a one-hundred-kilometer territory centered on the village. It pledged not to invade other villages or intervene in their civil wars. 251 252
In exchange for its neutrality, the four great ninja villages agreed to pay Konoha an annual tribute of 250 million ryo each. 252 Fugaku described the policy’s aim as making Konoha a safe, open, neutral international metropolis that attracts talent and capital from across the ninja world. 253
Although Konoha remains formally neutral, Dan’s power as the Ten-Tails’ Jinchuriki leaves the wider ninja world effectively under his influence; the major villages abandon large-scale conflict because any conquest could be undone at his command. 331
Infrastructure and Development
Tenshukaku
The Tenshukaku is Konoha’s nine-story Uchiha headquarters and primary symbol of authority. Dan destroyed the old Hokage Building and raised the watchtower in its place using Wood Style. 246
- Stands over sixty meters tall. 246
- Contains a mission hall, meeting rooms, armory, Ninjutsu Library, Windbreak Chamber, and observation deck. 246
- Bears the Uchiha red-and-white fan crest and can overlook the entire village. 246
- Replaced both the old Hokage Building and the former symbolism of Hokage Rock, which was later demolished as a village hazard. 246 280
Ninja Academy
The reformed Ninja Academy was expanded more than tenfold and relocated to a dedicated district outside the former village core. 255
- Its library holds nearly ten thousand Ninjutsu acquired from the five great villages. 254 255
- The curriculum accepts international students and emphasizes production-oriented Ninjutsu alongside combat training. 254
- A Research Department develops Ninjutsu for production and everyday use. 255
- By the later period, Konoha’s education system and immigration had produced more than a thousand Jonin. 261
Medicine, housing, and industry
- Medical Department — Tsunade expanded Konoha’s medical system, which became one of the village’s major public services. 254 257
- Housing and Urban Development — Tenzo and Wood Style users constructed new residential districts, utilities, power grids, gas pipelines, and sewers. 256
- Agriculture — Earth and Water Release are used to create and irrigate farmland, while Chakra-powered machinery improves planting efficiency. 256 257
- Tourism — The village opened locations including the Naka River and Nara Forest to visitors and trained professional ninja tour guides. 256
- Police Force — Reformed to recruit directly from Ninja Academy graduates. 256
Appearance
Modern Konoha is a vast ringed metropolis: its inner district contains the Tenshukaku, Ninja Academy, Konoha First Hospital, Anbu headquarters, and Police Force headquarters, while its outer district is filled with modern skyscrapers and residential expansion. 259
- A nine-story Tenshukaku dominates the central skyline. 246 259
- Electric trains operate through the city, while airships use Konoha’s airport. 259
- Streets feature utility poles, streetlights, electronics shops, and dense commercial traffic. 257
- The former Uchiha Clan Compound has become a major tourist attraction with Uchiha-themed shops and merchandise. 276
- Eight years after Dan’s reforms began, Konoha’s population grew from just over 100,000 to nearly three million. 259 274
Security
Konoha’s policing was historically handled by the Uchiha Police Force, whose authority over city defense, civil affairs, and criminal investigation became central to the clan’s conflict with the village leadership. 68
After the Uchiha’s departure, Hyuga Hiashi organized ten elevated Byakugan guard posts to create a surveillance network across the village. The Hyuga-led Police Force restored public order and improved security during its early operation. 94
The modern Police Force later integrated with the Ninja Academy, creating a direct recruitment path for trained graduates. 256

Trivia
- The name “Konoha” was coined by Uchiha Madara. 68
- The old Hokage Building was described as resembling a rice cooker and, later, an upside-down red trash can. 74 246
- Dan had joked about replacing the Hokage Building with a nine-story Tenshukaku long before he became Hokage. 74
- Konoha’s post-reform growth relies heavily on using Chakra for construction, medicine, agriculture, transport, research, and daily life rather than solely for warfare. 254 256 257
