History

Eastern Invasion

Kirigakure was identified as an imminent overseas threat while the other Great Nations began probing the Land of Fire. Its Mizukage subsequently prepared the village's navy to invade, forcing Konohagakure to assign the Uchiha Clan to the eastern front 10 48 57.

The first invasion force landed near Mugen City under Suikazan Fuguki and Biwa Jūzō. It sought to exploit the Land of Fire's wealth and overwhelm the newly formed Uchiha Red-Armored Army, but its scouting and advance units were repeatedly intercepted by Uchiha-Hyuga reconnaissance teams 60 62 65.

Kirigakure's vanguard attacked Mugen City with roughly three thousand shinobi. Its Water Style formations initially transformed the city into a favorable aquatic battlefield, particularly after Kisame Hoshigaki created a lake with Water Style: Great Exploding Water Colliding Wave 74 147. The force was nevertheless defeated, leaving Suikazan's returning group reduced to roughly eighty battered survivors and placing more than five hundred Kirigakure prisoners in Uchiha custody 86 89.

Full Mobilization and Betrayal

In response to the setback, Kirigakure dispatched a second force of over four thousand shinobi, its remaining Seven Ninja Swordsmen, and Utakata. The force was intended to retake Mugen City and restore the village's position on the eastern front 86.

The campaign was undermined by Suikazan Fuguki, Kisame Hoshigaki, and Biwa Jūzō, who became associated with the Shogunate's Guiyi Army. Suikazan supplied Kirigakure with intelligence to earn a return to the village, then used that arrangement to lure patrols and the Oniwaban into mutually destructive traps 120 123 128 131.

Mei Terumi identified Suikazan's betrayal after the loss of two patrol units and Kushimaru Kuriarare. She led the main Kirigakure force against the Guiyi Army, but the battle escalated into a prepared Shogunate offensive 129 131.

Collapse of the Eastern Front

The Red-Armored, Wind-Forest, and Volcano Armies used large-scale space-time teleportation to strike Kirigakure's encirclement from within. Fugaku targeted the command center, the Wind-Forest Army shredded the flanks, and the Volcano Army split the formation with composite ninjutsu 132.

Utakata's complete Six-Tails transformation was contained by the Four Red Yang Formation and Sharingan techniques. Jinin Akebino fell in battle, while the Third Mizukage and Genji arrived too late to reverse the rout 132 133.

Kirigakure's resistance ended when Shisui seized control of the Three-Tails, Genji surrendered, and Anlan and Mikoto defeated the Third Mizukage. The campaign cost Kirigakure nearly seven thousand shinobi across its vanguard and reinforcement forces, with fewer than one in ten reportedly remaining in the village afterward 136 147.

Bloody Mist Policy

The Bloody Mist Policy was a brutal academy system in which students were driven to kill one another in graduation deathmatches. Its stated original purpose under the Third Mizukage was to cultivate elite commoner shinobi capable of counterbalancing the village's powerful bloodline clans 147.

Bloodline clans manipulated the policy into a means of eliminating disobedient commoners, while the Third Mizukage's control by Uchiha Madara prevented its intended political function from being realized 147.

Following the eastern defeat, Genji ordered the policy suspended. Yagura defended the decision as necessary to preserve Kirigakure's remaining population and military strength; an academy deathmatch that left two entire classes dead reinforced his argument 147.

Postwar Alignment

Yagura became the Fourth Mizukage after presenting himself as the only viable leader able to stabilize Kirigakure. His administration prioritized internal recovery, restored unity, and cooperation with the Mugen City Shogunate over continued confrontation 148 162.

Kirigakure accepted Shogunate-assigned work in exchange for resources and recovery opportunities. One thousand Kirigakure genin were later sent to the eastern port for duties including trade-route escort and regional security 162 163.

When the Shogunate launched its final war against Iwagakure and Kumogakure, Yagura personally answered its summons. Kirigakure deployed the elites of the Yuki, Hōzuki, and Kaguya clans through the Shogunate's Space Teleportation Array 186.
