History
Konoha-era force
The Uchiha controlled the Military Police Force as a clan-based unit on Konoha’s payroll. Its standing was comparable to the Hokage’s Anbu, though its stated duty was maintaining order within the village 6 36 40.
When Root ninja disguised as Anbu surveilled the Uchiha compound, Fugaku led two police squads to arrest them 36. The arrests brought Hiruzen and several clan heads to police headquarters. Hiruzen demanded that the prisoners be transferred to Anbu for interrogation, but Mikoto argued that doing so would interrupt the police investigation. Hiruzen did not force the transfer 38 40 41.
Shogunate reorganization
Ren proposed removing unqualified personnel, then filling the resulting vacancies through screened civilian recruitment and transfers of battle-tested ninja suited to security work 127. Inabi was subsequently designated to head the Shogunate force, and Ren later placed him in charge of police work rather than the Oniwaban 139 175.
Imperial expansion
