Background / History
Sunagakure’s betrayal
Pakura was regarded as one of Sunagakure’s outstanding younger-generation shinobi. Sand Shinobi credited her with helping force Kirigakure’s withdrawal, but the village leadership subsequently sent her to Kirigakure as an envoy under the cover of a secret mission, using her as a bargaining chip 151 152 155.
Her escort led her into Mist Valley, where the fog suppressed chakra and caused hallucinations without an antidote. A poisoned kunai strike and a mass ambush left her near death. Toru intervened, killed the attackers, and rescued her 155.
She awoke aboard a ship after a week unconscious, initially hoping Sunagakure had saved her. Instead, Toru told her that the village had declared her an S-rank rogue ninja for ruining its alliance. Her despair was deliberately intensified by hormonal changes he had made while treating her wounds; she subsequently accepted him as her “Master” 156.
Building an organization
In the Land of Whirlpools, Toru trained Pakura in Yang God Martial Way and sealed her brain to prevent disclosure of the cultivation method. He left her a cultivation scroll, the Brainwashing Potion formula, intelligence on major shinobi, and instructions to infiltrate Akatsuki 157 158.
Pakura built a force from captured rogue ninja and bounty hunters whom she subjected to Brainwashing Potion. Sunagakure did not actively pursue her: it lacked suitable fighters, and some of its experts were unwilling to hunt a hero whose betrayal they suspected 180.
She approached Akatsuki through cooperation against Hanzo. When Pain tried to recruit her, she instead proposed that he and Konan join her organization, agreeing to settle the matter through combat. She nearly destroyed Deva Path and later defeated a two-body assault by smashing Preta Path, although she acknowledged that the second victory involved luck. She eventually joined after being defeated by Nagato 181 182 374.
By Toru’s next return, Pakura was Amegakure’s second-in-command. She later recruited Sasori by defeating his puppet arsenal and supplied him with Akatsuki’s Jade Maiden ring 184 265 266 267.
Akatsuki’s final battle
Pakura expanded her forces and intelligence network under Nagato’s authority. By the time Akatsuki prepared to collect the tailed beasts, her subordinates approached the lower threshold of a major shinobi village’s strength. She and Sasori were assigned to attack Sunagakure 358 374.
At Toru’s request, she blocked the Five Great Shinobi Villages’ raiding squad to protect the Ten-Tails’ formation. Fighting without restraint, she combined Sage Mode with her White Zetsu battle suit, bombarded the squad, and clashed with Fugaku’s complete Susanoo 368 369 370.
After the operation collapsed, Toru took Pakura and the Ten-Tails away. When Nagato confronted her, she admitted that she had entered Akatsuki as an undercover agent for Toru—not as a secretly loyal Sand Shinobi. She nevertheless acknowledged that Nagato had treated her well 373 374.
Leadership of Amegakure
Pakura already controlled Amegakure and Akatsuki’s outer ranks in practice, with their loyalty to her exceeding their loyalty to Nagato. Nagato proposed that she take over Akatsuki, recognizing both her strength and Toru’s protection; she is later explicitly identified as leader of the Rain Ninja 389 428.
During the subsequent war, she personally negotiated with Iwagakure’s Elder Council and the Land of Earth Daimyo. Iwagakure agreed to merge into Amegakure, which received the former village’s standing in the Land of Earth. One condition was that Pakura accept Deidara and Kurotsuchi as disciples 429 430.
She later visited Toru’s original world alongside Elder Tsunade to learn from their younger counterparts. The two Pakuras generally lived together, with observers able to mistake their coexistence for a well-trained Shadow Clone 439 440.

Personality
Pakura’s initial attachment to Sunagakure was strong enough that she hoped its ninja had rescued her even after the ambush. Following its betrayal, she rejects the village and refuses Sasori’s attempt to question whether she still feels loyalty toward it 156 265.
In combat, she is confident, confrontational, and capable of restraint. Although angered by Sasori’s intention to turn her into a Human Puppet, she first attempts negotiation before deciding to beat him into submission. Away from battle, Toru’s praise makes her visibly bashful and eager for his approval 266 268.
Her dependence on Toru is inseparable from his manipulation. He deliberately intensifies her despair through hormonal alteration, then reinforces her attachment through assurances that he will not abandon her. Despite serving his plans, she expresses regret toward Nagato rather than treating his trust as meaningless 156 158 374.
