Even Torifu was the same, but Minato could not bypass him, so he chose to consult Torifu every time.
Only when Torifu agreed could a proposal pass normally.
Interestingly, however, Minato had already put forward no fewer than fifty suggestions and more than twenty new laws so far.
Each time, Torifu had been extremely supportive and had never once said no.
And so all kinds of new decrees were issued. The old rules were either replaced or simply deleted outright.
The villagers, however, thought this was excellent, believing it was proof that Konoha was thriving.
And that was exactly the truth. Konoha's economic development was far ahead of other countries. Even three countries combined could not match Konoha's rate of economic growth.
The other countries could only envy it in their hearts while being too intimidated to act.
"Speaking of which, Big Brother, should we have clan leader Tomohiro make a trip to the Land of Whirlpools?"
Torifu frowned slightly after hearing that, but soon relaxed again. "That depends on Tomohiro himself. Bring it up with him. If he wants to go, we can take him there."
The Land of Whirlpools was a very distant name even to Torifu now.
In Konoha, hardly anyone mentioned that place in daily life. Torifu still remembered vividly how they had packaged up a secondhand power station and sold it to the Land of Water back then.
"Speaking of that, I actually wanted to ask—how has the Land of Whirlpools been doing recently?"
Minato spread his hands. "Same as always. Nothing much going on, completely ordinary."

"But he's far more capable than his father. After taking office, he issued several bills, which did bring a bit of life back to the
