Torifu stood inside the building, watching the crowds below. "It's not good for one side to dominate. Someone needs to keep them in check. Otherwise, Shimura Danzō's ambitions are enormous."
Torifu couldn't stay here forever, but Shimura Danzō could. His ambitions were rapidly growing, and the more he developed, the more difficult he might become to control.
There was no need to worry about that just yet, though. Torifu already had a plan in mind.
He just had to wait for the right moment.
Three thousand phones weren't enough anymore, but Torifu had already sent another clone over with five thousand more.
That should be enough to get Konoha through its early stages.
After all, Konoha was still developing. Even if the civilians could afford to buy phones, they wouldn't be able to add money to them.
Torifu needed to go see Shimura Danzō and ask whether he needed any more phones.
In an instant, Torifu appeared in the Hokage Office.
Minato Namikaze was diligently handling official business, and Torifu's sudden appearance gave him quite a scare.
"Ah, Lord Torifu! I thought you were someone else. Is there something you need?"
Torifu smiled faintly. "Tell Shimura Danzō to come see me at my place."
Minato had thought it was something serious, but Torifu only wanted him to summon someone. "All right, Lord Torifu. I'll have someone invite Lord Danzō right away.
