Torifu looked at Shimura Danzo as if he were an idiot. "You've been the leader of Root for all these years. How can you still ask such a stupid question?"
"The difference between ordinary people and ninja is like heaven and earth. Even a Genin could take over a mountain and command a thousand bandits."
"A Daimyo is nothing more than a king of ordinary people. If he won't obey, just replace him with someone who will."
Torifu had never taken the so-called Daimyo seriously, not even when he was a child.
The Twelve Guardian Ninja were just a pack of weaklings, too. It was ridiculous that a powerful force commanding so many strong ninja could be ordered around by a bunch of ordinary people.

Shimura Danzo was greatly shocked. "Th-this is no different from acting like a rebel!"
Torifu's face filled with exasperation. It seemed he really had underestimated just how deeply ingrained these beliefs were in the minds of people in the Shinobi World.
It was no wonder the Mizukage addressed even the Daimyo of a small country as "Lord Daimyo."
They seemed to believe in their hearts that they were the Daimyo's subordinates.
Even after growing powerful, they still treated the Daimyo with great respect.
"How is what you were thinking before any different from acting like a rebel?"

After a long pause, Shimura Danzo finally nodded. "I understand. No one will stand in the way of spreading mobile phones."
There was another meaning beneath those words: no one could stand in his way to becoming Hokage—not even the Daimyo!
