Qualifications and Selection

A Hokage must possess more than combat power. Hashirama describes the position as Konoha's leader and guiding light: the strongest ninja recognized by the villagers. 116

• Village protection — The Hokage is expected to defend Konoha personally against major threats and maintain confidence in the village's security. 40 430

History

Hashirama served as Konoha's First Hokage during the village's formative years. Although he was unmatched in protecting the village, Tobirama was regarded as more adept at managing its development. After fourteen years in office, Hashirama retired and publicly installed his younger brother as the Second Hokage. 111 126

Tobirama later sought a successor capable of surpassing the existing generation. He had intended for Torikaze to inherit the office years earlier, but delayed the transition until Torikaze was old enough. After Torikaze accepted, Tobirama arranged for a cloak bearing the title “Third Hokage” and formally announced his succession. 235 236 304

As Third Hokage, Torikaze presided over Konoha's rapid development while maintaining overwhelming military strength. He also created a stable network of interests among the great ninja villages, encouraging them to assist one another against shared threats. 454 671

Torikaze eventually retired by choice, citing his tendency to avoid work and Minato's readiness to bear the responsibility. He publicly transferred the Hokage hat to Minato, who became the Fourth Hokage with overwhelming support from Konoha's population. 734

Symbols and Ceremonies

• Hokage Cloak — Successors wear a white cloak embroidered with their numerical title; Torikaze commissioned his with “Third Hokage” on the back. 236
