Torifu nodded. "The Other World isn't peaceful. Wars break out from time to time, and the five countries in the Shinobi World don't get along. There are occasional conflicts."

Hearing this, the ninjas below all breathed a sigh of relief.
With the Otherworld in turmoil and wars breaking out between its countries, there would be work for ninjas.
The Shinobi World was in disarray, which meant more missions.
