"The initial setup can be simple. We can improve it gradually later. If Konoha still plans to expand outward, we can simply incorporate it into the village, while keeping the area separate."
Torifu had thought things through quite thoroughly, and Minato agreed wholeheartedly.
"Then let's do as Big Brother says. You have more experience than I do, so your decisions are sure to be well thought out."
Torifu patted Minato on the shoulder. "Don't sell yourself short. You've done a great job. I'll leave this matter to you, too. I'll just offer suggestions; you can handle everything else."
Minato didn't have anything else to do, so he could take it on. "All right, leave it to me. We can definitely get it done in two months."
Torifu nodded. "Good. I'll leave it to you, then."
Over the next two months, all of Konoha was hard at work.
The villagers knew that a large plot of land outside the village had been fenced off, but they had no idea what it was for.
For a while, everyone had their own theory.
Some said Konoha was planning to expand, others thought they were building an entertainment complex, and still others said it would be a hotel.
There were all sorts of rumors, but people's interest flared up and faded just as quickly. After a few days, they had forgotten all about it.
At the same time, the village introduced all kinds of policies.
For example, discrimination and insults were forbidden, as was shouting rudely or cursing in the streets.
These rules didn't have much effect on the villagers' daily lives, so most paid them little attention.
There was also a visible increase in the number of guards in the village, and shinobi were often seen patrolling
