Oaks frowned. What Nick Fury meant was that Oaks's identity was no secret before the World Security Council. Quite a few people were qualified to access Level Nine clearance.

But until then, aside from a limited number of Fury's trusted confidants within S.H.I.E.L.D., no one else—especially Hydra members—had ever appeared before him in his capacity as a consultant.

Without a doubt, although Oaks's matter was classified at Level Nine, Fury had not publicized his existence within S.H.I.E.L.D. at all.
