Background / History

Jiogan was born in the twentieth year of Konohagakure, shortly after the First Great Ninja War. He was born to Takoyakiwan, a Chunin from a family of coastal fishermen, and Mieko, a civilian fruit-shop owner. Takoyakiwan died on his final mission, leaving Jiogan and Mieko behind. 1

His soul transmigrated from Earth when he was young. Although he possessed a powerful soul and retained knowledge from his prior life, he initially had neither a bloodline advantage nor access to Chakra-refinement methods. He helped at the family fruit shop, fished, and learned to grill fish before enrolling in the Ninja Academy at age six. 1

At the Academy, Jiogan deliberately avoided drawing too much attention while privately training in survival, traps, shuriken throwing, ninjutsu, and taijutsu. His prior knowledge of Tai Chi became the basis of the Tai Chi Water Profound Technique, allowing him to develop Qi and eventually Origin Power. 9 11 72

After graduating, he joined Team 11 under Kurama Heiji alongside Kurama Feiyun and Inuzuka Yoru. His wartime achievements and Water Release earned him the titles “Konoha Water Soldier” and “Little Water God.” 14 67 72

Jiogan later discovered that his ancestry branched from the Yuki Clan during the Mid-Warring States Period, explaining his Ice Release. Though invited to return and even offered the Yuki Clan Head position, he remained committed to Konoha. 146

He eventually became the Third Mizukage and used his authority to enact Kirigakure reforms, promote trade with Konoha, and begin mentoring Mei Terumi. 184
