Some readers might be wondering why it ended before he reached the highest level.

But the story had already fulfilled the original outline and main plot, so this was the planned ending.

As for the higher levels of power, they were too abstract. For example, advancing to Sixth Rank required the ability to destroy rules—that is, to destroy the world. Seventh Rank required the ability to create rules—that is, to create the world.

With my abilities, I simply couldn't write an interesting story at either of those power levels. If I only wrote about Thor at Fifth Rank, he'd be so powerful that the story would lose its challenges. The protagonist would have nowhere left to grow, and readers would have nothing to look forward to.
