If he could team up with Mentor Gorsa and persuade the Radiance Patriarch, then Judgment Court Master Flim didn't seem quite so intimidating after all.
Besides, Thor had dirt on Flim.
Flim had secretly imprisoned Stuart's soul, keeping it hidden from the Black Flame Emperor, Ailuo.
If Ailuo learned about it, he would surely realize that Flim had kept something up his sleeve against him, too.
Whatever Flim's ultimate goal was, such precautions and hidden contingencies were bound to be unsettling.
Perhaps Emperor Ailuo would be willing to cooperate with Radiance on a small scale for the sake of his own safety and that of the Black Flame Empire.

The prerequisite was that Thor find a way to suppress Flim, his greatest threat.
