"Germa's Raid Suits?"
"These would have to be specially made. It might take some time, and they'd be very expensive. I couldn't produce them in large quantities."
Vinsmoke Judge stared intently at the screen, studying the various data it had analyzed.
He found that the data had almost nothing in common with what he'd seen in previous studies of Lineage Factors.
It was as if he were looking at an entirely different kind of organism. He'd only seen information like this when analyzing creatures other than humans.
In response to Uchiha Tamaharu's request, he answered mechanically. Most of his attention was focused on researching Uchiha blood.
"I don't need the kind you use now, with all sorts of abilities built in."
"Just make them resistant to impact and increase their defensive capabilities. Nothing else is necessary."
"They don't need to fly, hover, or accelerate, either. You can even remove the compression function."
Uchiha Tamaharu said.
Ninjas had weak bodies, and even the Uchiha were no exception.
If they could take a few more hits, their chances of survival would increase considerably. That was very important.
Ninjas weren't lacking in attack power. What they lacked was defense.
"A product like that wouldn't be worth much!"
Vinsmoke Judge asked, puzzled.
After all, in his view, there was no need to protect ordinary soldiers like that.
Even with most of the functions removed, a suit wouldn't come cheap.
Compared to the cost of people, the suits were more expensive.
"Can you make them or not?"
Uchiha Tamaharu simply asked coldly.
He didn't want a subordinate who liked to question him.
Seeing Uchiha Tamaharu like this, Vinsmoke Judge immediately snapped back to his senses.
"If you only need defensive functions, we should be able to bring the production cost of each suit down to around twenty million Beli."
"That's already very cheap. The ones I use cost over five hundred million Beli to make, and that doesn't even include the cost of failed attempts."
Vinsmoke Judge hurriedly continued.
Developing technology took money.
Orochimaru had needed to partner with a Feudal Lord to fund his research, and Vinsmoke Judge was no different.
Aside from indulging his ambitions, he'd founded Germa 66 mainly to raise money for his research.
"Then make a hundred to start."
Uchiha Tamaharu nodded. He still thought the price was steep, but this wasn't a disposable item.
Then he told Vinsmoke Judge to make a hundred suits, enough for most of his clan members who went out to sea.
"Well... Germa 66 doesn't have that much money right now, Lord Tamaharu."
Vinsmoke Judge spoke with little confidence.
He was being asked to spend his own money, but he couldn't bring himself to stand his ground. Instead, he was rather timid.
"Aren't you the ruler of the North Blue?"
"You don't even have two billion Beli?"
Uchiha Tamaharu wasn't angry. He was simply confused.
If he went to Doflamingo and asked him for ten billion, he probably wouldn't have much trouble getting it.
Germa 66 seemed pretty pathetic in comparison.
"Germa 66 has a lot of expenses. We're constantly making Clone Soldiers, and buying the resources for them costs money."
"Germa 66 also doesn't grow its own food or have its own mines. We have to buy almost everything, which costs money too."
"Even though we rule the North Blue, Germa 66 is no match for the World Government, so we still have to follow certain rules. Maintaining all that manpower costs a great deal."
"Making Raid Suits takes quite a bit of time, too. Ordinary people can't make them; they require special conditions."
Vinsmoke Judge explained.
His research expenses were also enormous, taking up nearly a third of Germa 66's annual budget, but he didn't mention that.
"Make as many as you can."
"Also, print this emblem on the suits. It's the Uchiha Clan crest, for my people."
"And I want one, too. It doesn't need any functions; it's mainly to show my status. Make mine as different as possible."
"I want a compressed version. I won't need it when I'm out and about; I'll only wear it when I attend clan meetings. Make sure it's compressed!"
Uchiha Tamaharu didn't press him.
With his Sharingan active, he could tell that Judge wasn't lying. But he didn't pursue what Judge might be concealing.
Instead, he gave new instructions and emphasized a few important points.
"Understood!"
Vinsmoke Judge nodded quickly.
He knew how to act when he was under someone else's command.
And his passion for Lineage Factors made him deeply respect Uchiha Tamaharu, whose bloodline carried a more powerful force.
He believed that someone like Uchiha Tamaharu, who could break through the limits of his bloodline, was truly extraordinary.
Most importantly, he couldn't beat him, so it was better to behave.
The next day.
"Lord Tamaharu, the results of the blood analysis are in."
"The Uchiha bloodline is completely different from that of ordinary people. There seems to be a strange energy in it, but you said the Uchiha Clan's bodies aren't especially strong."
"Is this energy the secret of the Uchiha bloodline?"
As soon as Vinsmoke Judge got the results, he hurried to report them to Uchiha Tamaharu, who was training.
He felt that things had gone a little too easily. He'd done no in-depth analysis at all, merely used his instruments to examine Uchiha blood and obtain the results.
If it hadn't seemed so strange, he would have planned to continue his research based on this discovery.
"Oh, this energy is unique to our clan. It's used to release certain special abilities, like Fire Release, lightning, and water. It's also needed to use some bloodline abilities."
"It's called Chakra, a rather versatile special energy that the human body can extract."
"This is Chakra."
From Vinsmoke Judge's words, Uchiha Tamaharu realized that what he'd found wasn't a Lineage Factor at all, but Chakra.
Even people in the Shinobi World who hadn't trained still had some Chakra in their bodies. After all these years of life being passed down, it had become almost ingrained in their genes.
As he spoke, Uchiha Tamaharu raised his hand. A Rasengan appeared in the palm of his right hand.
This was the simplest, most direct way to see Chakra with the naked eye.
After hearing Uchiha Tamaharu's explanation, Vinsmoke Judge froze. Then he stared fixedly at the Rasengan in Tamaharu's hand.
"Lord Tamaharu, are you saying this energy can freely transform into other elements, and that the human body can extract it?"
Vinsmoke Judge suddenly grabbed Uchiha Tamaharu's hand. His body trembled, and his face was alight with excitement.
In a world where people fought using little more than Devil Fruits and their bodies, the sudden appearance of an energy that could freely transform into elements could be said to shatter the world's rules.
