Background

Doflamingo was a Shichibukai whose arms trade and other transactions with Kaido's Beasts Pirates were prohibited by the World Government. When Uchiha Tamaharu publicly alluded to those dealings during the Shichibukai Summit, Doflamingo immediately withdrew rather than risk exposure to both the Navy and Kaido. 45

He confronted Tamaharu afterward, refusing to be treated as a subordinate. Tamaharu used the Mangekyō Sharingan technique Purgatory to force Doflamingo through the “Sea of Fire” illusion; Doflamingo resisted the genjutsu, but was visibly terrified during its brief 0.3-second effect. 46

After the Summit War, Tamaharu approached Doflamingo with an offer: surrender Dressrosa in exchange for help securing the vacant Four Emperors position. Doflamingo coveted the status because his Shichibukai title and underworld influence could not grant him independence from the World Government or the Celestial Dragons. 72 73 When Tamaharu instead proposed becoming an Emperor himself and placing Doflamingo beneath him as a Yonko Commander, Doflamingo accepted provisionally, intending to betray him if the arrangement failed to serve his ambitions. 82

Doflamingo summoned Tamaharu to Antia Kingdom to deal with Charlotte Smoothie. After Tamaharu defeated and captured Smoothie, he ordered Doflamingo to execute her. Doflamingo killed her with Bullet String, forging a direct blood feud with Big Mom and making his association with Tamaharu public. 84 87 88

Tamaharu then ordered him to abandon Dressrosa before moving against the Celestial Dragons. When Tamaharu killed three Celestial Dragons at Sabaody, Doflamingo realized he had been drawn into conflict with the entire World Government and angrily accused Tamaharu of having deceived him. 88 94 The Shichibukai system was later abolished, and Doflamingo lost both his title and his rule over Dressrosa. 120 122

Doflamingo returned to Dressrosa after Tamaharu's takeover, initially challenging Uchiha authority. He is pragmatic, calculating, and highly conscious of power hierarchies.
