Background

Hikawa entered Konoha as a Kumogakure undercover operative assigned to blend into the Orphanage and gather intelligence. The failed Kumogakure operation targeting Kushina Uzumaki led Konoha to investigate the orphanage; Hikawa was the final survivor from his group. He subsequently enrolled in the Ninja Academy and attracted attention from Konoha's upper ranks. 10

His handler, Tsuchihashi, altered the mission after Hikawa's Academy enrollment made him more valuable than an ordinary informant. Rather than merely collect intelligence, Hikawa was ordered to become a genuine genius and rise through Konoha's hierarchy for Kumogakure's benefit. 10

At the Academy, Hikawa quickly built a reputation through genjutsu, defeating Sarutobi Asuma with an illusion so decisive that most observers could not understand how the fight ended.
