Background / History

First meeting with Hikawa

Samui accompanies Dodai to meet Hikawa at Cat Granny’s establishment, delivering a Lightning Release Chakra Crystal as a reward from Kumogakure. She also challenges him on behalf of Yugito Nii, who doubts his reputation. Among the three young Kumogakure kunoichi discussed at the time, Yugito ranks first, Samui second, and Mabui third 104 105.

Hikawa defeats her in three exchanges: first through genjutsu, then through superior strength and swordsmanship, and finally with Shadow Clones and Crescent Moon Dance. Losing even in her specialty deeply discourages her. His subsequent encouragement and swordsmanship instruction lead her to accept him as a fellow Kumogakure ninja rather than merely a Konoha prodigy. Dodai then confirms that the meeting also serves to inspect the seal binding Hikawa to Kumogakure 105.

Wartime encounters

Years later, Samui encounters Hikawa during an attack on a Konoha outpost. She responds to his poison smoke, destroys an incoming water dragon, and attempts to coordinate her teammates. After most of the attacking group dies, she prevents the surviving jōnin from charging recklessly by warning him that Tsunade is present. Both retreat to report to A and Killer B 150.

During a subsequent battle, Samui uses her duel with Hikawa to request his return to Kumogakure: the Third Raikage has been poisoned. Hikawa refuses to abandon his position in Konoha but agrees to send a Shadow Clone to provide treatment and asks about receiving a reward. Samui accepts the arrangement, though his increasing superiority in combat unsettles her 152.

She later participates in Dodai’s attempt to recover control over Hikawa. While attacking him, she secretly passes him a note seeking a discussion. Dodai’s attempt to activate Hikawa’s restriction fails; Hikawa subsequently tells Samui that he removed it himself and is not ready to return. Their negotiations are interrupted by renewed fighting 224 225.

Captivity and peace negotiations

Following Kumogakure’s defeat, Samui and Mabui become prisoners in Konoha. Both are visibly exhausted by concern for their captured comrades. Samui accepts a humiliating “punishment” intended for Yugito, and Hikawa permits the women a half-hour visit with Yugito, Killer B, and the Fourth Raikage 248.

When peace talks threaten Kumogakure’s independence and finances, Samui volunteers to appeal personally to Hikawa. He pressures her into offering personal compensation for his assistance, exploiting her desperation to protect the village. She nevertheless obtains two concrete concessions 257 258:

Her assignment operates on a three-month rotation, but she offers to remain longer to stay near Hikawa. During a picnic near Hokage Rock, she agrees to become his secretary if he becomes Raikage. Her attachment develops beyond the earlier political bargain: she gives him clothing she promises to wear for his birthday, and their relationship becomes openly romantic 265 268.

When her rotation ends, Hikawa reassures her that Flying Thunder God marks can keep them in contact. She returns to Kumogakure reluctantly, then eagerly comes back to Konoha on her next assignment 272 273 279.

“Dragon Girl” and Anbu service

Hikawa recruits Samui into Konoha’s Anbu despite her Kumogakure affiliation, explaining that a mask can conceal her identity. Samui accompanies Yuhi Kurenai and Rin Nohara on the operation to capture Angkor Fortress while Hikawa confronts Shinnō. Kumogakure administration and unification

Hikawa’s proposed visit to Kumogakure alarms Samui and Mabui. Samui attempts to learn his intentions through their personal relationship, only for him to ask whether her loyalty belongs to the village or the Fourth Raikage. She answers that it belongs to Kumogakure. His suggestion that he become Fifth Raikage offers a possible escape from her divided loyalties, although she expects opposition from her comrades 305.

Hikawa later entrusts Kumogakure’s management to Samui and Mabui because his Hokage duties prevent him from remaining there permanently. As Fifth Raikage, he alters the wills of seventeen Kumogakure ninja while deliberately excluding Samui. She recognizes the intervention as genjutsu but does not stop him 308 312.

Samui continues working as Raikage secretary and accompanies Hikawa and Kaguya on a seven-day mission to retrieve Star Village’s meteorite.
