The two clan members on gate duty laughed so hard they doubled over, gasping for breath.

"What's so funny? What's so funny?" Yashiro's face turned red as a monkey's bottom as he shouted in a hurry:

"Captain, you know we've had professional training. We usually don't laugh."

After laughing a few more times, they saw Yashiro's face turn from red to black, then green, putting on a masterful display of changing colors. Only then did the two Chunin manage to suppress their laughter and run into the Police Force to notify the clan members.

Half an hour later, the patrol teams who'd been out also returned.

The fifty or so clan members on night duty at the Police Force became the second group to learn of the clan head's replacement—and fresh fuel for the increased Eye Power of Yashiro and the other two.

Those fifty-odd people made up just one-eighth of the Police Force's total staff.

So what powers and responsibilities did the Police Force have?

First, it was responsible for drafting village laws and regulations concerning public order and security, maintaining the village's stability, and suppressing anti-Konoha forces.

Second, it was responsible for arresting criminals, trying and sentencing them, and guarding Konoha's main prison.

Those two points were vague.

But as a result, the Police Force's power could practically be called unlimited. Anything related to "Konoha's security" or "crime" fell entirely under its jurisdiction.

How had such a monstrous department gradually turned into a combination of city inspectors and prison guards?

Even with the Anbu, the Interrogation Department, and other departments keeping it in check, if used properly, that authority amounted to a combination of the prosecutor's office, the courts, the public security bureau, and the armed police!

"The patrol teams are responsible for daily patrols, arresting criminals, sending them to prison, and maintaining public order."

Uchiha Chen stood up and went to the window, opening it. He rested his arms on the sill and gazed at the Flame Gunbai emblem, a symbol of the Uchiha, on the building outside, then let out a long breath.

"From now on, the clan and the Police Force will focus on two main tasks."

Uchiha Chen turned around and used the Summoning Jutsu, holding the Baby Samehada, now more than ten centimeters long, in his hand.

"First, the clan will handle the main work. I want to build a huge fish-farming base downstream on the Naka River—the largest in all of Konoha and the entire Land of Fire!

"The second task is the Police Force.

"The Police Force's current division of responsibilities, rules, and enforcement are all too crude and haphazard. I'm going to make sweeping improvements to the Police Force and build a new one for a new era, with a fresh look, new divisions, and new standards.
