The two clansmen on guard duty at the entrance were first startled by the sudden arrival of the group.

Numerous jōnin from the clan were gathered together, surrounding three cowering, bald perverts in the middle.

What kind of heinous criminals were these that they required the entire Uchiha clan to escort them?

The two did not dare to be negligent, hurriedly stepping forward to greet the group, only to see one of the bald men issue an order directly:

"Go and summon all the clansmen on duty! Gather at Training Ground No. 1! Remember, everyone! There is an important matter to announce."

After laughing a few more times, seeing Hachidai's face shift from red to black and then to green in a display of face-changing mastery, the two chūnin finally suppressed their laughter and ran into the Police Force to notify the others.

Half an hour later, the patrols that had been out returned as well.

The fifty or so clansmen on night duty at the Police Force became the second group to learn of the change in leadership, and also became the new fuel for the rise in Eye Power for Hachidai and the others.

Fifty-plus people were only one-eighth of the total number in the Police Force.

The Police Force was both the power and glory of the Uchiha, and also their shackles.

There were about a thousand Uchiha ninjas of age, but more than four hundred of them were clansmen who relied on the clan for resources and money, and were merely 'ordinary villagers' in Konoha.

Every major ninja clan in the Shinobi World had such 'clan soldiers'.

Excluding the four hundred or so clansmen supported by the clan itself, nearly six hundred Uchiha had official status and ninja registration numbers in Konoha.

Of these six hundred, four-fifths worked in the Police Force, and the remaining hundred or so were freelance ninjas; there were basically no clansmen working in other departments of Konoha.

Just as an Uchiha joke described:

Where are the best ninjas in the Shinobi World? In Konoha! Where are the best ninjas in Konoha? In the Uchiha! What are the best ninjas in the Uchiha doing? Sweeping the streets in the Police Force.

After giving a speech to the night-duty team members in his capacity as the new clan head and new captain, Uchiha Chen sat in the Police Force captain's office.

Flipping through files and individual profiles of the clansmen, he soon held his head in his hands, feeling a headache coming on.

After the village was founded, when the Second Hokage established the basic framework of Konoha, in order to keep the Uchiha content with guarding their own little patch of the Police Force, he had granted the department extremely high autonomy and power:

Highly autonomous and self-governing, possessing internal 'legislative power'. For all matters under the department's jurisdiction, the highest decision-making power rested with the captain, and the Hokage would not interfere except in special circumstances.

So, what were the powers and responsibilities of the Police Force?

First, responsible for formulating laws regarding public order and safety in the village, maintaining the village's stability, and cracking down on anti-Konoha forces.

Second, responsible for arresting criminals, trying and sentencing them, and guarding the great Konoha prison.

These two points were very hollow.

But because of this, the power of the Police Force could almost be said to be infinite; anything related to 'Konoha security' or 'crime' fell entirely under the jurisdiction of the Police Force.

How did such a monstrous department gradually turn into a combination of city management and prison guards?

Even with the constraints of departments like the Anbu and the Interrogation Department, if this power were used normally, it would be a four-in-one combination of the Procuratorate, the Court, the Public Security Bureau, and the Armed Police!

If the clauses were interpreted a bit more broadly, let alone the KGB, Uchiha Chen would even dare to create an 'Intergalactic Defense Force'.

"Yes, Clan Leader!"

Uchiha Hachidai put down the hair-growth serum in his hand, stood up, straightened his back, and reported:

"The Police Force currently consists of four major divisions: the General Affairs Division, the Prison Division, and Patrol Squads 1 and 2. The General Affairs Division has 80 members, the Prison Division has 110, and both patrol squads have 150 members each.

The patrol squads are responsible for daily patrols, arresting criminals, sending them to prison, and maintaining public order."

"Stop, stop, stop!"

Uchiha Chen felt a bit of a headache.

"This won't do, the division of labor in the Police Force is far too vague!"

Uchiha Chen stood up, walked to the window, and opened it. Resting his hands on the windowsill, he gazed at the Flame Gunbai emblem symbolizing the Uchiha outside the building and let out a long sigh.

"Moving forward, the clan and the Police Force will focus on two main tasks."

Uchiha Chen turned around and used the Summoning Jutsu, pinching a small Samehada that had grown to over ten centimeters long in his hand.

"The first task will be handled primarily by the clan. I want to build the largest large-scale fish farming base in all of Konoha and the Land of Fire downstream of the Naka River!

The second task concerns the Police Force.

The current division of labor, regulations, and law enforcement of the Police Force are all too crude and rough. I am going to carry out drastic reforms to the Police Force to establish a new Police Force with a new era, a new look, a new division of labor, and new standards.

My initial idea is to divide the Military Police Force into thirteen squads based on different functions, and refine the responsibilities of each squad..."
