History

Nine-Tails aftermath

Three days after the Night of the Nine-Tails, Konoha's streets lay in ruins. The village had lost the Fourth Hokage, more than 20 jonin, nearly a thousand ninja, and an uncounted number of civilians; its Uzumaki-built Great Barrier was largely destroyed, leaving it exposed to spies and opportunists 1.

In the aftermath, rumors that the Uchiha had controlled the Nine-Tails sharply worsened relations between the clan and the village leadership. The village proposed relocating the Uchiha grounds to the southeast edge of the barrier, near the lower Naka River 3.

Wars and internal crisis

Orochimaru's human experiments on Konoha ninja were exposed, while Danzō was imprisoned pending investigation and Orochimaru escaped. The scandal intensified the village's political fracture and prompted Uchiha Chen to demand a purge of traitors 55.

Konoha signed a non-aggression treaty with Kirigakure, ending their war. Uchiha Chen secured increased funding and authority for the Military Police Force in exchange for the Uchiha clan's signature 64.

Despite being considered unusually vulnerable after the Nine-Tails Incident and the loss of major figures, Konoha defeated Kumogakure and Iwagakure. The subsequent peace agreement imposed reparations, military-base concessions, and ninja-tool sharing on Kumogakure 97.

Removal of the Third Hokage

Following a rout in the Land of Grass, Hyuga Hiashi convened a jonin meeting to impeach acting Hokage Sarutobi Hiruzen. The motion passed 71 votes to 36, removing Hiruzen from office 114.

Uchiha Chen won more than two-thirds of the confidence votes in the Fifth Hokage election, aided by Hyuga Hiashi's decisive support and Uchiha Fugaku's vote 125. After receiving approval from the Land of Fire's Daimyo, he was formally installed as Fifth Hokage on January 1, Year 53 of the Konoha Era 128.

Fifth Hokage era

Under Uchiha Chen, Konoha became the first ninja village to enter a Fifth Kage era after the Third Shinobi World War. His administration reshuffled personnel, expanded the Ninja Academy, opened the Uchiha ninjutsu library, and announced the KOF tournament 135.

The village later repelled Akatsuki's assault during the KOF tournament, though the conflict escalated into a wider war involving the Five Great Villages 157 197.

Governance and institutions

Konoha's Hokage is its supreme executive authority, selected through a jonin vote and requiring Daimyo approval. In practice, the Hokage holds broad discretion over village affairs 113 127.

Fifth Hokage reforms

• Pursuit Ninja Force — Established to absorb and reorganize Sarutobi loyalists and handle pursuit duties 129.
• Military Police Force — Previously expanded into 13 divisions; later opened to members of clans beyond the Uchiha 123 129.
• Anbu — Most of the existing force was slated for replacement, while the Sealing and Espionage Squads were retained 129.
• Ninja Academy — Extended from six to nine years, with early graduation prohibited. The final three years could include elemental ninjutsu, Medical Ninjutsu, or Sealing Technique 129.

Cityscape and infrastructure

Konoha is effectively a major city rather than a small settlement. Its population is in the hundreds of thousands, though it remains smaller than the nearly two-million-person Capital of Fire 127.

The village is defended by the Konoha Great Barrier. After its destruction during the Nine-Tails Incident, Mitokado Homura was assigned to strengthen it against space-time ninjutsu 1 62.

Uchiha Chen's Future Konoha Construction Plan divides the city into five urban rings. The original town forms part of the Second Ring, while the Fourth Ring reaches the former barrier boundary 149.

Economy

Konoha's mission system uses D-to-S rankings for both external commissions and village-issued assignments. Internal war and garrison missions are generally paid in merit points exchangeable for money, property, ninja tools, or techniques 98.

War reparations from Kumogakure and Iwagakure, together with increased Daimyo funding, financed the Fifth Hokage's early reforms 129. The village then increasingly redirected ninja labor toward construction, agriculture, fisheries, livestock, and other productive work rather than missions and warfare alone 130 135.

Konoha's economic reach expanded beyond the Land of Fire through aid projects and trade. Its enterprises and clans later flooded Iwagakure's markets with inexpensive, high-quality goods from the Land of Fire 191.

Military and defense

Konoha maintains more than 200 jonin, a figure sustained through promotions even after losing roughly 60–70 jonin to warfare, defections, and disasters 113.

The Uchiha and Hyuga are among its strongest military clans. The Uchiha alone fielded 35 jonin, with three additional candidates under review during the postwar political crisis 113.

During his inauguration, Uchiha Chen used Majestic Attire: Konoha Shinobi Technique to grant chakra armor to Konoha ninja and civilians present, demonstrating a village-wide defensive enhancement 128.

After the battle with Nagato, Konoha supported the formation of a joint elite force to hunt Akatsuki members. The Joint Pursuit Force was later deployed toward the Land of Frost 168 195.

Foreign relations

• Land of Fire — Konoha and the Daimyo's government signed a memorandum covering cultural integration, educational sharing, trade, and broader cooperation after Uchiha Chen's installation 128.
