History
Founding
Dunn first proposes the Hunter Association to Robin as an organization broader than a conventional alliance of bounty hunters. Robin notes that pirate hunters usually operate independently and sometimes are pirates themselves; Dunn nevertheless welcomes treasure hunters, ruin hunters, and even Marine hunters. They begin drafting its plans, with Dunn treating widespread fame as the first requirement 78.
His vision later becomes more definite: he wants to influence the world as Roger did, but through a more inclusive organization. After defeating Enel, Dunn takes control of Sky Island, designates it as a future examination site, and dictates Guild rules to Robin 121 149. Crocodile subsequently agrees to organize the Guild's establishment at Sabaody 168.
The Guild's public emergence is coordinated with Morgans. Crocodile informs Dunn that the next newspaper report will identify him as Hunter Guild President; Dragon then reads about the previously unannounced organization and considers future cooperation 181 182.
Expansion Across the Seas
Dunn's attack on Mary Geoise brings the Guild worldwide attention. He orders Crocodile to recruit pirate hunters and establish branches throughout Paradise and the Four Blues, offering rewards for pirate-hunting achievements 210 211. Existing bounty hunters are the first substantial recruits, and the Guild allows them to form groups capable of confronting stronger pirate crews 261.
Increased pirate activity causes Dunn to shift the organization toward pirate hunting, although he does not abandon its broader purpose 275. Expansion into the New World also leads him to recruit former enemies: members of the Charlotte Family and some of Whitebeard's sons join the Guild, despite the risks of incorporating established pirates 293 357.
War and Later Administration
A World Government attack on Sky Island prompts the Guild to declare war. Morgans broadcasts the declaration, while other nations and forces—including the Revolutionary Army—also declare war on the Government 409 410.
During the ensuing monster crisis, Crocodile redistributes hunters to reinforce Paradise and the Four Blues. The Guild suffers substantial casualties, and the Five Elders activate a plan to assassinate its middle and upper leadership rather than attempt the increasingly implausible task of killing Dunn 417 418.
By the final chapter, Dunn directs the Guild to retain the initiative over portals and gives Crocodile full authority to handle cooperation with the Navy, ordinary pirates, and members committing piracy under the Guild's name 500.
Organization and Membership
Leadership and Personnel
- Dunn — Founder and president. Determines the Guild's direction, recruitment policy, territorial commitments, and major military decisions; his personal strength is its principal deterrent 211 240 272 410.
- Crocodile — Vice president and operational administrator. Builds the organization, manages recruitment and branches, allocates personnel, and handles diplomacy delegated by Dunn 219 237 387 396.
- Nico Robin — Founding member and strategic adviser. Helps draft the original plan and rules, recommends rewards and branch personnel, and is identified by Guild hunters as one of Dunn's earliest associates 78 149 237 394.
- Issho — Senior combatant who supports Dunn's change in policy toward pirates and later advocates rapidly establishing Guild branches on New World islands 211 318.
- Enel — Powerful Logia combatant assigned to guard the Dressrosa branch. Also handles logistical duties and is initially scheduled to serve as the Hunter Exam's final opponent 237.
- Tom — Shipwright recruited to support the Guild's anticipated demand for ships. Dunn extends the invitation to his students, and Tom decides to accept 163 164.
- Reiju — Germa representative involved in Guild administration and wartime planning 342 417.
- Daz — Reports military intelligence to Crocodile during the monster crisis 417.
- Kuina and Zoro — Guild-affiliated swordsmen who lead pirate-hunting activity and intend to qualify as official Hunters through the examination 297 319.
- Owhaz D. Z. Payne — Apprentice hunter and East Blue prince who recruits prospective members and undertakes Guild missions 269 270 308.
- Capone Bege and his men — Confirmed members who choose to venture into the New World rather than take control of a branch 343.
Hunter Categories
| Category | Documented Position |
|---|---|
| Apprentice hunters | Can hunt pirates, earn points, and undertake Guild missions before becoming official Hunters 269 308. |
| Official / true Hunters | Selected through the Hunter Exam. Successful candidates are promised extensive Guild support for training and operations at sea 219 319 404. |
| Upper ranks | Examination participants are told that defeating Dragon can qualify them for high-ranking membership; the supplied context does not establish successful promotion through this challenge 401. |
- Membership is not limited to individuals: kingdoms and organized forces can establish affiliations or branches 240 342.
- Former pirates are not categorically excluded. Dunn accepts the compromises involved in recruiting them to accelerate New World expansion 293 357.
- Members must obey the Guild's rules. Dunn explicitly makes this a condition of Germa's admission, despite allowing it considerable internal autonomy 342.
- Kyros seeks membership, but Dunn considers his strength insufficient to serve as the main combat force of the Dressrosa branch 237.
Pirate Hunting and Rewards
Points System
Hunters earn points from captured pirates according to their bounties and strength. These points can be exchanged for training resources and Devil Fruits 269.
| Reward / Rate | Details |
|---|---|
| Swordsmanship instruction and training methods | Included among the rewards Dunn orders Crocodile to prepare 211 269. |
| Haki training methods | Available through the Guild's achievement system 211 269. |
| Devil Fruits | Offered as high-value rewards and examination prizes 211 237. |
| Pirates without wanted posters | Still eligible for points; Payne cites a Guild valuation of 300,000 Beli per pirate 270. |
| Purchasing captures from nonmembers | Payne offers 500,000 Beli per pirate to Koshiro's group because they cannot use Guild points. This is his offer, distinct from the quoted Guild rate 270. |
Branch Services
- Hunters visit branches to obtain information, accept missions, and submit completed assignments 308 318.
- Branch intelligence supports pursuit operations, including identifying suspects and supplying a Log Pose for Little Garden 318.
- Many hunters continue delivering captured pirates to Marine branches to collect government bounties 297.
- Hunters send recovered Devil Fruits to the Guild's warehouse rather than consuming them immediately 391.
Hunter Exam
Purpose and Preparation
- Qualification: The examination selects candidates eligible to become official Hunters 219 319.
- Location: Sky Island, taken under Dunn's control after Enel's defeat 149.
- Access: Crocodile arranges a route to Sky Island, enabling large numbers of applicants to reach the examination grounds 397.
- Rewards: Devil Fruits are a major attraction. Dunn regards a sufficiently varied prize pool as important to making the examination a leap forward for the Guild 332.
- Successful candidates: Promised substantial resources for both training and operations. Crocodile cautions that supporting too many such Hunters would place a heavy burden on the Guild 404.
Examiners and Challenges
| Figure | Documented Role |
|---|---|
| Enel | Initially intended as the final opponent, with his Dressrosa assignment timed to end before the examination 147 237. |
| Whitebeard | Assigned an area of the examination grounds and ordered to test candidates through controlled pressure; defeats Chinjao with one punch 396 404. |
| Shiki | Assigned to supervise another examination area 396. |
| Big Mom | Assigned an examination area, but warned that excessive bloodshed will cause Dunn to replace her 396. |
| Dragon | Faces applicants seeking upper-rank membership and helps Crocodile evaluate Cavendish 401 404. |
| Hawkeye | Serves as a challenge opponent against Doflamingo, Moria, and their allies 402 403. |
| Rayleigh | Shows early interest in the examination and later guides Ace during their confrontation at the site 214 404. |
The examination attracts ambitious figures beyond ordinary bounty hunters. Ace and Hawkeye express interest, while the Revolutionary Army, Doflamingo's group, and Moria's group see participation as an opportunity to change their circumstances 354 376.
- Candidates search the island for hidden Devil Fruits; Ace obtains and eats an Ice-Ice Fruit during the examination 399.
- Cipher Pol agents attempt to eliminate talented participants. Guild hunters remove dead agents, and the organization begins acting against Government infiltrators 399 404.
- The provided chapters do not establish a complete list of successful candidates or final examination results.
Territories and Affiliated Forces
| Location / Force | Relationship |
|---|---|
| Sabaody Archipelago | Headquarters location selected by Dunn; Crocodile administers Guild affairs there 168 214. |
| Sky Island | Guild territory, examination grounds, and site of its Devil Fruit holdings 149 370 391. |
| Four Blues and Paradise | Main targets of the initial branch expansion; hunters operate extensively across both regions 211 261. |
| East Blue | Apprentice hunters capture pirates and recruit members; Kuina and Zoro later operate Guild ships there 269 297. |
| Alabasta | Has an operating branch used for missions, intelligence, and completed assignments 308 318. |
| Dressrosa | King Riku requests protection and Dunn accepts the kingdom as a Guild member. Enel is assigned as its branch's principal guard 237 240. |
| Amazon Lily | Guild partner that sends Haki instructors to branches throughout Paradise 325 394. |
| Germa | Receives approval to establish a branch on its mobile base, subject to Guild rules; Reiju states that half its military factory profits will go to the Guild 342. |
| New World pirate territories | Expansion targets requiring strong resident defenders; Robin identifies a need for at least commander-level personnel 318 323. |
King Riku seeks Guild protection partly to avoid paying the Heavenly Tribute. The World Government nevertheless decides to ensure that Dressrosa and other nations continue making those payments 240 241.
Resources and Partnerships
- Rose Hunter — Dunn's flagship, built with a rose-shaped ram bow 163 281.
- Devil Fruit stockpile — Supplies member rewards and examination prizes. Genuine fruits recovered from Dressrosa and Punk Hazard are approved for these purposes 237 391.
- Artificial Devil Fruits — Rejected as official prizes because of their defects. Dunn orders the factory closed but permits remaining products and materials to be traded or repurposed 237.
- Caesar Clown — Assigned transport duties; Dunn regards his scientific knowledge and technology as potentially useful organizational assets 237.
- World Economic News / Morgans — Promotes recruitment and prominent members, cooperates with Dunn, and broadcasts the declaration of war. A proposed closer arrangement initially raises Morgans's concern that the Guild could absorb his newspaper 211 232 272 410.
- Stussy — Establishes a partnership while maintaining connections to Vegapunk and the World Government; she reports success to the latter and is ordered to gather intelligence on Dunn 252 278.
- Baratie — Agrees to help investigate rogue hunters after Guild representatives narrow their request from general pirate intelligence to information about members committing raids 325 326.
- Portals — Dunn orders the Guild to retain the initiative over them, using his authority to deter interference by other factions 500.
Institutional Challenges
Dependence on Dunn
Early growth outpaces the Guild's independent strength. Crocodile describes it as having an oversized head and a scrawny body: Dunn supplies overwhelming deterrence, but the organization itself remains weak 219.
- New World branches lack enough powerful defenders, and established fighters are difficult to recruit away from their own factions 323.
- Katakuri cannot suppress every dissenting voice within the Charlotte Family, even with Dunn present 323.
- Reiju later recognizes that the Guild's worldwide power remains bound together largely by Dunn's influence; not all members are devoted followers 417.
Misconduct and Infiltration
- Rapid recruitment prevents the administration from monitoring every hunter. Some members pose as pirates to raid and plunder, prompting an investigation ordered by Dunn 325 326.
- Unaffiliated pirates also declare themselves pirate hunters to evade pursuit, making identities difficult to verify at sea 297.
- The World Government infiltrates the Guild and targets talented examination candidates 324 399.
- The Five Elders plan to destabilize the organization by killing the personnel responsible for directing its operations 418.
Wartime Limits
- Devil Fruits are too scarce to strengthen the entire membership, and many swordsmen do not want to eat them 417.
- Heavy casualties force Crocodile to recall half the New World hunters to Paradise and send reinforcements to the Four Blues 417.
- Dunn orders the Guild to identify and eliminate infectious demonic monsters wherever they appear 410.
Relations with Other Powers
- Marines — Share the practical task of capturing pirates, but Government orders and hostility toward Dunn strain relations. By the final chapter, Crocodile is authorized to negotiate cooperation independently 297 500.
- World Government — Progresses from surveillance and infiltration to an attack on Sky Island and open war with the Guild 219 324 409 410.
- Revolutionary Army — Initially seeks contact and hunter membership. Crocodile weighs the benefits cautiously; later Revolutionary forces participate in the examination and cooperate with hunters against monsters 203 219 376 417.
- Pirate crews — Both targets and potential recruits. Persistent Guild pursuit drives some pirates toward hunter membership, while Dunn deliberately incorporates useful former enemies 293 357 376.
Trivia
- Dunn models the Guild on a Hunter Association remembered from manga before his transmigration. Later conversations explicitly compare it with a larger counterpart in another world 78 420.
- The rose motif also informs the flagship's name. Dunn recalls the Poor Man's Rose as a symbol of a chairman's resolve to face a powerful opponent without fearing death 163.
- The emblem appears on ship sails and on hunters' clothing, allowing Guild affiliation to be recognized without a uniform dress code 297 325.
