Background / History
The Marines elevated Garp into a public hero after he captured the Pirate King. His influence within both the Navy and World Government is immense, and Sengoku notes that his standing and combat power make him effectively untouchable despite his frequent disregard for protocol. Garp refused promotion to Admiral, treating rank as an unnecessary title and preferring fewer responsibilities. 6
Sengoku assigned Garp to locate and recruit Dunn, a young East Blue pirate hunter suspected of possessing a flame-based Logia ability. Garp accepted largely because it gave him an excuse to return to the East Blue, but repeatedly neglected the assignment to visit his grandsons, drawing Sengoku's anger. 6 19 20
