| Status | Active 498 |
| First Appearance | Chapter 6 |
Background / History
Sengoku served as one of the Navy's two Admirals alongside Zephyr before Commander-in-Chief Kong's transfer to the World Government created the path for Sengoku to become Fleet Admiral. As Fleet Admiral, he oversaw the promotion of Akainu, Aokiji, and Kizaru to Admiral as part of the Navy's response to the growing influence of Whitebeard, Kaido, and Charlotte Linlin. 6 25
He took a personal interest in Doflamingo because Doflamingo killed Sengoku's foster son, Corazon. However, the World Government's approval of Doflamingo as a Shichibukai prevented Sengoku from moving against him directly. 20 88
Sengoku first learned of Dunn as a young East Blue pirate hunter suspected of wielding a flame-based Logia ability. Seeing the danger of such a powerful youth becoming a pirate, he repeatedly ordered Garp to locate and recruit Dunn into the Marines. 6 20 36
Personality
Sengoku is dutiful, analytical, and heavily burdened by the responsibilities of leading the Marines. He weighs the military, political, and civilian consequences of every major confrontation, even when doing so conflicts with his personal wishes. His inability to act freely against Doflamingo and other World Government-protected figures is a recurring source of frustration. 20 88 133
He has little patience for Garp's irresponsibility, regularly erupting at his old comrade for neglecting missions or treating official business casually. Despite this, Sengoku understands Garp well enough to continue entrusting him with sensitive assignments. 6 19 498
Dunn's rise forces Sengoku to reassess both the Hunter Guild and the Navy's relationship with the World Government. After initially treating Dunn as a dangerous but manageable rogue actor, he concludes that a direct war would devastate the Marines. He ultimately prioritizes the Navy's survival and ability to pursue its own justice over blind obedience to the World Government. 198 356 409
Abilities & Skills
Buddha's Impact
Sengoku can turn his palm golden and release a powerful shockwave attack.
- Used Buddha's Impact against hidden snipers targeting an Impel Down elevator. 334
- The shockwave failed to stop every incoming Seastone bullet coated in Armament Haki, requiring Garp to deflect the remaining shots. 334
- He can transform into a Buddha form, though he refrained from doing so when the presence of Whitebeard, Big Mom, and Shiki raised tensions at Impel Down. 333
Command and Strategic Leadership
As Fleet Admiral, Sengoku directs Marine deployments, high-level recruitment, and responses to threats involving the Shichibukai, the Hunter Guild, and the World Government.
- Ordered the accelerated selection of the Shichibukai to restrict pirate routes into the New World. 20
- Dispatched Kizaru to contact and, if necessary, stop Dunn's destruction of Doflamingo's North Blue facilities. 88
- Sent Tsuru to prevent a direct clash between Dunn and Doflamingo after learning of Dunn's advanced Logia development and Haki mastery. 94
- Refused to openly attack Dunn while he was weakened by Seastone at Impel Down, judging the potential consequences too severe. 335 336
- Coordinated the Marines' withdrawal from direct involvement in the Hunter Guild's war with the World Government in order to preserve the institution. 409 413
Relationships
- Monkey D. Garp — Longtime comrade whose disregard for assignments frequently infuriates Sengoku. Sengoku nevertheless relies on Garp to contact Dunn and carry out politically delicate missions. They fought together at God Valley. 6 133 331 498
- Tsuru — Chief of Staff and trusted old comrade. Tsuru regularly provides the strategic assessments Sengoku depends on when confronting Dunn, the World Government, and instability within the Marines. 20 94 356 400
- Dunn — Initially a recruitment target, then an increasingly dangerous independent power. Sengoku repeatedly monitors and attempts to restrain Dunn, but eventually accepts that fighting him directly could destroy the Marines. 6 94 198 409
- Donquixote Doflamingo — The killer of Sengoku's foster son Corazon. Sengoku wishes to capture him but is constrained by Doflamingo's government-approved Shichibukai status. 20 88
- Kizaru, Akainu, and Aokiji — Admirals under Sengoku's command. He relies on their reports and deployment while navigating their differing views on the Marines' justice and independence. 94 175 409
- Steel Bone Kong — Former Fleet Admiral and Sengoku's superior within the World Government structure. Kong's orders and possible return to Marine leadership become a major concern for Sengoku. 356 400
Story Role / Major Arcs
Recruitment of Dunn
Sengoku identifies Dunn as a potentially decisive Marine asset due to reports of his flame ability and possible Logia status. He orders Garp to recruit him, but Garp's delays and Dunn's refusal prevent the effort from succeeding. 6 19 36
Shichibukai and North Blue Crisis
Sengoku accelerates the Shichibukai selection process to reinforce Marine control over pirate routes. When Dunn begins destroying Doflamingo's North Blue arms factories, Sengoku orders the local Marines not to engage immediately and sends Kizaru to stop further escalation. 20 87 88
Escalating Concern Over Dunn
Kizaru's report that Dunn possesses a highly developed Logia ability, all three types of Haki, and advanced Armament techniques leads Sengoku to revise the Navy's approach. Dunn's later association with Hawkeye and Issho further increases Sengoku's concern about the strength gathering around him. 94 141 143
Sabaody and Impel Down
After Dunn kills Celestial Dragons, Sengoku receives a direct order to apprehend him and acknowledges that he had misjudged Dunn's willingness to cross the World Government's ultimate boundary. 198
At Impel Down, Sengoku leads the Marines through the prison alongside Dunn and several former Emperors. Though Dunn is weakened by Seastone, Sengoku refuses proposals to kill him, recognizing the immense danger and political cost of a confrontation. 333 335 336
Break with the World Government
As World Government manipulation, demon infections, and internal Marine infiltration become apparent, Sengoku grows increasingly distrustful of official orders. He ultimately chooses to minimize Marine involvement in the Hunter Guild's war against the World Government, arguing that the Navy must survive to uphold justice independently. 356 400 409 413
Post-World Government Collapse
Following the World Government's collapse, Sengoku faces corruption, instability, and funding shortages within the Marines. He sends Garp to contact Dunn and the Hunter Guild, seeking to stabilize the Navy's finances while maintaining Marine independence. 498
