Background / History

The Imperium was founded after the Age of Night, when Warp storms isolated human worlds and reduced much of humanity to warfare, superstition, and collapse. The Emperor unified Terra through campaigns against technological warlords, gene-lords, religious states, and other factions, then rebuilt civilization through reforms, genetic programs, the Astronomican, and the Astropathic Hall. 402

With the Lunar Gene-Cults and Martian Mechanicum pledged to his cause, the Emperor created the Space Marines and launched the Great Crusade to reclaim human worlds and eliminate xenos and Warp threats. The Imperium expanded rapidly under the Primarchs and their Legions. 402

The Horus Heresy devastated the Imperium after Horus and multiple Primarchs fell to Chaos. The Emperor's Webway Project failed amid Magnus's actions, Malcador died holding the seal, and the Emperor was grievously wounded in his final battle with Horus. The Imperium endured, but Chaos remained its defining existential enemy. 402

Following Guilliman's awakening, the Imperium begins a far-reaching reconstruction. He first consolidates Ultramar and the Five Hundred Worlds, then pursues military expansion, political centralization, technological development, and reforms aimed at reducing Chaos's influence at its social roots. 9 12 173 190

Government and Reform

Guilliman abolishes the ten-millennia-old Senatorum Imperialis and concentrates administrative, military, and technological authority under the Imperial Regent. 181

The Imperium traditionally forbids autonomous artificial intelligence following the Iron Men rebellion. Its Logis Engines therefore use wetware—criminal or cloned human brains installed in machinery—as computer cores. 9

Expansion

The Imperium expands beyond the Milky Way through extra-universal expeditions. At Imperial Exploration Outpost 01, it rapidly industrializes a captured town with a Heavy Fusion Reactor, military production, Servitor factories, and mass conscription. 209 210

Imperial expansion combines material incentives with coercion. Populations may be accepted after swearing loyalty, while dissenters and attempted political organizers can be arrested, memory-formatted, fitted with prosthetics, and converted into Servitors. 210

The Imperium's policy toward conquered non-human civilizations is especially severe:

• Humanoid races without a reproductive barrier with humans may be allowed to negotiate.
• Non-humanoid races, or races with a reproductive barrier, are given the alternatives of submission as slave legions or destruction.
