| Gender | Male |
| Affiliation | Advanced Nurturing High School Student Council |
| Occupation/Role | Student Council President |

| First Appearance | Chapter 6 |
Appearance
Horikita is an imposing, bespectacled young man with a gloomy-looking demeanor. 14
- Wears glasses. 14
- Maintains a stern, intimidating presence as Student Council President. 32
- Is physically capable enough to confront Ayanokoji Kiyotaka directly, though Ayanokoji avoids his strikes. 37
Personality
Manabu holds exceptionally high standards for others. He rejects Katsuragi Kohei’s Student Council application with the blunt assessment that Katsuragi is “not good enough,” yet personally recruits Yagami Shizuka after recognizing his unusual potential. 6 14
He is analytical and evidence-conscious. When Kiryuin Fuka is suspected of leaking information about the S System, Manabu questions her but cannot substantiate the accusation; he ultimately considers that Yagami may have obtained the information independently. 12
His relationship with his younger sister, Suzune, is severe and conflicted. Believing her obsession with following him must be corrected, he treats her harshly and dismisses her ambition to reach Class A. 37 Despite this, Yagami’s proposal concerning Suzune causes Manabu to reflect on the consequences of leaving her unsupported. 38
