Background
The Federation is the legally recognized governing body of the continent. It possesses the greatest concentration of population, resources, and Soul Guidance Technology, allowing it to exert authority over major institutions despite their historical autonomy and military strength 138 139.
Its political center is Ming Capital, where the Federal Council convenes and the Council Chairman exercises authority over federal policy, military mobilization, and major investigations 146 174 240. The Council contains 231 seats; 116 votes are required for a majority 176.
Before Wang Chuan's election, the Spirit Pagoda controlled more than eighty Council seats, the War God Temple held more than sixty, and the Tang Sect held more than fifty. The remaining seats belonged to neutral and smaller factions 176. After Shrek Academy's destruction, the Spirit Pagoda and War God Temple temporarily controlled seventy percent of the Council, enough to pass measures with a two-thirds majority 174.

Education and Institutional Oversight
The Federation moved to restrict Shrek Academy's independent assessment practices through the Guiding Opinions on Standardizing Off-Campus Practical Assessments for Higher Soul Master Academies, jointly issued by the Federal Ministry of Education and the Soul Master Association 138.
The document prohibited assessments that encouraged illegal conduct, forced dangerous sparring, or required students to enter key national-security zones 138. The measure became the opening step in a broader federal challenge to Shrek's long-standing privileges 138 142.
After Shrek Academy's destruction, the Federation renamed it Spirit Academy and transferred its ownership to the Spirit Pagoda 241.

Major Arcs
Conflict with Shrek Academy
The Federation issued its Guiding Opinions after Wang Chuan persuaded the Council Speaker that Shrek Academy's privileges were granted by the Federation rather than inherent rights 138. Shrek viewed the intervention as an attack on its independence and dispatched Yun Ming to negotiate in Ming Capital 139.
The confrontation escalated when Yun Ming publicly denounced the Federation and threatened to repeat his earlier feat of suppressing its top powerhouses. The Federation answered by assembling thirteen Super Douluos and three God-Level Mechas over Ming Capital 146 147.
After the battle, federal-aligned messaging portrayed Yun Ming as an aggressor and Wang Chuan as the young defender of Ming Capital, turning public opinion sharply against Shrek Academy 150.
Tang Sect Investigation and Suppression
The Federation publicized evidence that the Tang Sect had transferred military Soul Tools, Soul Guidance Technology, blueprints, navigation systems, and vessels to the Star Luo and Heaven Spirit empires 229 231.
It froze Tang Sect assets, dismantled its commercial network, and ordered a comprehensive investigation through the Federal Investigation General Bureau 230. When the Tang Sect attempted to transfer its remaining assets, the Council deployed the Central Legion to seize its headquarters 232.
The Central Legion, led by Yu Guanzhi, surrounded the Tang Sect with over a dozen Title Douluos and demanded its accumulated resources under accusations of treason 233.
Wang Chuan's Election
Two Level 12 Fixed Soul Guidance Cannonballs created an apocalyptic crisis immediately before the Council election. Wang Chuan reversed the disaster through the River of Space-Time, after which the election proceeded as scheduled 240.
The Federation elected him Council Chairman with 187 votes, giving him an overwhelming mandate and ending the War God Temple's electoral challenge 240.
Purge of Noble Families
Under Wang Chuan's orders, all eight legions simultaneously surrounded and investigated the Federation's noble families. The stated policy was to punish the guilty and release the innocent 252.
The investigations uncovered crimes including land seizure, oppression of civilians, contraband smuggling, collusion with Evil Soul Masters, and political assassinations. The Angel Family was spared after voluntarily providing its records and inventory for review 253.
Continental Integration
To address resource scarcity, Wang Chuan used Chaos Light to move and merge the Star Luo and Dou Ling Continents with the Douluo Continent without reported loss of life or property 278.
The Star Luo Empire integrated smoothly due to Wang Chuan's prior control there. The Heaven Spirit Empire initially resisted, but capitulated after the Federation deployed the East Sea, North Sea, and Sea God Legions off its coast 278.
Destruction of the Clear Sky Sect
When the Clear Sky Sect demanded that the Federation relocate a Soul Guidance experimental base near its territory, the Federation rejected the request and treated the sect's unregistered mountain holdings as outside federal legal recognition 279.
Wang Chuan ordered the Southern, Northwestern, and Western forces to besiege the sect, then commanded its bombardment with hundreds of Level 6–9 Fixed Soul Guidance Shells 279 280. The Clear Sky Sect was destroyed, and its Sect Master was captured on treason charges 280.
