Background and History

Ping City developed as a strategically placed river and land-transport city, though it lacks the vast foreign concessions of Tianhai. Its streets contain both modernized commercial areas and impoverished alleys inhabited by refugees, gang enforcers, laborers, and rickshaw pullers 8.

After the fall of the Great Li Dynasty, foreign powers established concessions and trade routes across major and medium-sized cities. Ping City entered the resulting era of fractured authority, in which aristocratic families, gangs, foreign merchants, and warlord-aligned officials all competed for influence 3 10.

In the third year of the Great Xin Republic, the death of the elderly Pei Family patriarch caused the family’s political, martial, and commercial connections to collapse. The Green Bamboo Gang moved to seize the family’s holdings, forcing the Pei clan’s withdrawal from Ping City and opening a struggle for its former assets 1 9.

The Chen Family subsequently faced pressure after Old Master Chen Shuo’s death, as their commercial channels and political backing weakened. To preserve stability, Chen Tianren was forced to concede profits and balance the interests of rival powers within the city 20 25.

Politics and Factions

The Shuo Gang’s enforcement operation reveals the close relationship among the Jiang Family, city government, and criminal organizations. Its stated justification is the arrival of Commissioner Cao Hua’s son, but the operation primarily threatens the livelihoods of Shunzhi District’s vendors 41 42.

Economy and Society

• River trade — Merchant ships stopping at Long Wind Pier supply the city’s commercial streets, especially Guanglin Street 43.
• Dock economy — Long Wind Pier is controlled through gang protection, turf disputes, and the extraction of payments from smaller groups 7.
• Street vendors — Thousands of vendors and their families depend on Shunzhi District and Guanglin Street for survival; the Su Family organizes much of this trade 41 43.
• Nightlife — Moon Veil and Red Night are prominent nightclubs serving wealthy locals, foreign merchants, performers, and political figures 13 18.
• Opera and entertainment — Qunyu Garden is Ping City’s oldest opera house, hosting Kunqu, pingtan, and bangzi performances for literati, old-money families, and politicians 27.
• Press — The Ping City Evening News publicizes major incidents and turns Luo Bin’s Moon Veil victory into a citywide sensation 19 26.
• Education — Ping City Women’s Normal School exists in the New Territory; its building is later repurposed as the Black Sheath Gang’s headquarters 31 36.

Demonic Calamity and Security

Demonic and spectral incidents are a persistent threat inside and outside Ping City. Following the Pei Family’s departure, “evil spirits” begin appearing along the Li River, while supernatural activity later strikes Moon Veil Nightclub and Yingshui Ferry 9 13 21.

The city’s armed factions possess rifles, machine guns, grenades, and artillery, but firearms are not consistently effective against demons and Strange Specters. Martial Masters are therefore retained by powerful families as essential protection against supernatural threats 19 31 37.

• Moon Veil Nightclub incident — A female ghost traps and terrorizes patrons while rival families prepare to exploit the Chen Family’s response 13 17.
• River God Festival — Villagers at Yingshui Ferry conduct child sacrifice and worship an illicit River God shrine, which conceals human remains and Turbid Qi 21 23.
• Water Mountain Ghoul — A late-stage Golden Skin Pass Demon Specter emerges from the river and is killed by Luo Bin with a Maxim machine gun 23.
• Li River demonic beasts — A Chen-aligned expedition encounters a black-scaled serpent roughly twenty meters long, impervious to blades and bullets 15.
