Zhou Heng simply could not understand it. Great Saints were invincible beneath heaven; there were only five of them in total, so why would they need to join forces?
To deal with Huotian?
Unless they stuck together every moment of every day, otherwise, the instant one was alone, who could stop Huotian? Even the two of them together might not necessarily be Huotian's match!
That was highly unlikely. Aside from the Demon Sea, the Heaven-Earth Origin Land, and that mysterious great devil, there was fundamentally nothing in this world capable of killing a Great Saint! Huotian might have found it easy to slap Shi Yang across the face, but actually blasting him to death was basically impossible.
And if they were joining forces, then so be it—but was there really any need to merge the two factions into a new sect?

Huotian, for instance, had predicted over a decade ago that within a hundred years, the Demon Sea would overflow into a catastrophe. Shi Yang and Di Que were both Great Saints. Even if they were somewhat weaker, they were still Great Saints, crowned by the will of heaven and earth. How could they possibly have sensed nothing?
So, they too could know of the Demon Sea's expansion. Zhou Heng found nothing strange about that, but the two Great Saints actually dreamed of "mending heaven"?
