Authority and Duties

History
Hiruzen’s Abdication
Following Minato’s victories on the battlefield, Hiruzen transferred the Hokage hat to him before Konoha’s citizens and formally nominated him as the Fourth Hokage. The Daimyo had already approved the succession, and the public unanimously accepted Minato. 12
Hiruzen used his resignation to address the Hyuga Clan’s internal crisis. Through a Shadow Clone, he admitted failures in both foreign policy and village relations, apologized to the Branch Family, and presented Minato’s succession as an opportunity for the clan to integrate more fully into Konoha. 12
Hyuga Hiashi later recognized this as a calculated political retreat: Hiruzen’s apology and resignation encouraged much of the Branch Family to accept concessions surrounding the Caged Bird seal, while also pressuring the Main Family to cooperate. 13
Minato’s Administration
