Background and History

Konoha enters the story amid the Third Shinobi World War. Its forces fight on multiple fronts, including against Kumogakure, Iwagakure, and Kirigakure; victories against the first two leave the Mist Village as its remaining major opponent. 6 12

After returning victorious from the battlefield, Namikaze Minato is publicly appointed Fourth Hokage by the retiring Sarutobi Hiruzen. Minato promises to secure Konoha's final victory, but his administration inherits advisors, clan interests, and Danzo's Root apparatus that limit his authority. 12 23

The village is infiltrated by the Seven Ninja Swordsmen of the Mist during the Hokage transition. The attackers kill Konoha Jonin and intend to destabilize the village by assassinating Minato, but Minato and Hyuga Hane repel them through coordinated use of the Flying Thunder God Technique. 25 26 27

Konoha later faces an internal political crisis when Danzo moves against Tsunade over the Fission Technique and her work on breaking the Hyuga Caged Bird seal. Root blocks potential intervention, the advisors yield control of the Anbu to Danzo, and Tsunade is isolated from village support. 39 40 42

Government and Politics

• Hiruzen identifies a structural imbalance in Konoha: civilian ninja comprise roughly half of all ninja, but clan ninja account for most Jonin and Special Jonin. 29
• Important departments are heavily associated with particular clans, including the Yamanaka in interrogation and the Hyuga and Aburame in sensory units. 29
• Konoha's political system is tied to the Land of Fire through missions and economic dependence, but the Daimyo does not directly govern village politics or command its military forces. 50

Military and Security

Shadow Guard

Minato establishes the Shadow Guard as a three-person unit tasked with protecting the Hokage. Candidates require exceptional reaction speed, chakra control, spatial perception, and sufficient merit to study the Flying Thunder God Technique. 21 23

• Hyuga Hane and Uchiha Yakumaru are selected to train under Minato's Shadow Clone and later serve as members of the unit. 21 29
• The Flying Thunder God is treated as an S-rank forbidden technique due to its extreme difficulty rather than immoral nature. 21

Village Defense

• The invasion is stopped after Hyuga Hane's Shadow Clone marks Raiga Kurosuki's weapon, allowing Minato and Hane to pursue the attackers by Flying Thunder God. 25 27

Hyuga Clan Crisis

The treatment of the Hyuga Branch Family becomes a major source of instability within Konoha. Branch members are bound by the Caged Bird seal, while many village ninja ignore their status as servants of the Main Family. 4

Hiruzen publicly apologizes to the Branch Family and introduces an altered Caged Bird seal that cannot be used to torture its bearer, presenting it as a measure to protect the Byakugan. 12 The compromise does not resolve the underlying conflict, as Hyuga Hane and others continue to seek methods of completely removing the seal. 33

Danzo's seizure of the Fission Technique intensifies the crisis. The technique can create a seal-free duplicate body, providing a possible route around the Caged Bird at the cost of dividing the user's strength and risking death if it fails. 37 40

• Hyuga Miyuki and other Branch Family members revolt, killing the Main Family elders. 41
• Hyuga Hiashi provides Hyuga Yuki with the Fission Technique and a protective curse mark, enabling the Branch Family rebels to escape Konoha. 41
• More than twenty Branch Family members, accompanied by their families in living-storage scrolls, leave for the Land of Snow under Hyuga Yuki's leadership. 42
• Danzo's control of the Anbu and Root prevents Konoha's other forces from intervening in the conflict around Tsunade and the Hyuga. 42
