The real Shinobi World wasn't as brainless as the anime.

Given Shisui's personality, he must have seen his clansmen grow more and more radical because of his Mangekyo. Only then would he have come clean to the higher-ups, hoping to use his Mangekyo to put an end to the rebellion.

So White Dove would give him a push and get Danzo to go after him.
